HENTGES, COUNCILMAN "SERVICE IS OUR BUSINESS" RESOLUTION 76-53 AUTHORIZING THE PREPARATIO~ AND SUBHISSION OF AN APPLICATION FOR FEDERAL ASS]~T~NC~ UNDER PROVISIONS OF THE LOCAL PUBLIC WORKS CAPITAL DEVELOPHENT A~.~D INVESTHENT PP, OGRAH WHEREAS, the Local Public Works Capital Development and investment Act of 1976 v/as en~.cted by C,?ngress to provide ~:employment Opportunli:ies" in areas of high unemployment through the expeditious construction or ran,ovation of useful public facilities, and WHEREAS~ the City Council of Columbia Heights, Minnesota has re- viewed tt~e employment needs of the citizens in the area as they relate to provisions of said act, finding that high unemployment does exist, especially in the construction trades~ and WHEtTEAS, the City Council has further determined thst an urgent need exists to construct a storm sewer in and around 5th Street ir, Drainage Disti'ict ,,jI, to alleviate serious flooding of residential homes, major industry, and park lands, and WHE~.EAS, an application for Federal assistance under provisions of Title t of the Local Public Wo,.~s Capital Deve]opr,~en: and Investment Act of ]976, has been prepared and reviewed by the Counci ] , and \~HEREAS, the City Council finds that said application, if successful will create employment opportunities, and serve to abate a serious drainage problem. NOW THEEEFOEE, BE IT RESOLVED BY THE CITY COUNCIL of the City of Columbia iie[9hts, that: 1. The Hayor be authorized to sign and transmit copies of an application for Federal assistance to the Econom!c Development Administration for the construction of the pro~.~sed 5th Street Sanitary Storm Sewer Separation Project. 2. The 3ity Ptanner/HRA D!~._~'tor be instructed to periodically report to the City Council ~:' t!~e status of said application, and represent the City in matte: elated to the content therein.
