HomeMy WebLinkAboutResolution 75-33CITY OF COLUMBIA HEIGHTS ADMINISTRATIVE OFFICES EQUAL OP?OR TUNITY EMPLOYER · COLUMBIA HEIGHTS, MINNESOTA 55421 RESOLUTION #75-33 REGARDING H,F. 1159 RECOMMENDING A PROHIBITION OF LEVYING TAXES TO COLLECT PAST DUE UTILITY BILLS BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUHBIA HEIGHTS, that WHEREAS, a Bill known as H.F. 1159 has been introduced, which would prohibit municipalities from using the tax rolls to collect past due utility bills, and WHEREAS, the City experiences problems annually with absentee owners of property whose tenants move out of the property leaving utility bills unpaid, and WHEREAS, the only means the City has of collecting these bills are by making the charge against the property, ultimately certifying these past due bills for collection with taxes when the property owner has refused to pay this obligation, and WHEREAS, the proposal under H.F. 1159 would in fact create a burden on the other taxpayers of the community making it necessary to levy general taxes to make up the delinquencies which totaled $10,000 in 1974, and WHEREAS, the other property owners in the community are expected to keep their bills paid on a regular basis, NOW THEREFORE, THIS CITY COUNCIL, on behalf of the citizens of our community does hereby recommend to our legislators that they oppose H.F. 1159 as being unfair to the people who maintain a good credit rating and keep their bills paid on their property and should not be expected to assume the costs through general tax levies for persons failing to meet their obligation on utility payments.
