HomeMy WebLinkAboutResolution 74-28~ 5~b~0'~4~0 ~ 'i~': ~)~' V E N U E N;E. 788-9221 CITY OF COLUMBIA HEIGHTS ADMINISTRATIVE OFFICES · COLUMBIA HEIGHTS, MINNESOTA 55421 RESOLUT tON #74-28 CENTRAL AVENUE URBANIZATION PROJECT BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that WHEREAS, the Commissioner of Highways has prepared preliminary plans for the improvement of a part of Trunk Highway Number 5 renumbered as Trunk Highway Number 65 within the corporate limits of the City of Columbia Heights from 44th Avenue N.E. to the NOrth Corporate Limits; and WHEREAS, said preliminary plans are on file in the office of the Department of Highways, St. Paul, Minnesota, being marked, labeled, and identified as Layout No. 2 S.P. 0207-14 (65=5) from 44th Avenue N.E. to 53rd Avenue N.E., and WHEREAS, copies of said preliminary plans as so marked, labeled, and identified are also on file in the office of the City Clerk; and WHEREAS, the term "said preliminary plans" as hereinafter used in the body of this resolution shall be deemed and intended to mean, refer to, and to incorporate the preliminary plans as in the foregoing recitals particularly identified and described; NOW, THEREFORE, BE IT RESOLVED, that said preliminary plans for the improvement of Trunk Highway Number 5 renumbered Trunk Highway Number 65 within the limits of the City of Columbia Heights be and are hereby approved. BE IT FURTHER RESOLVED, that the City of Columbia Heights requests that the proposal marked Exhibit A, and attached hereto, the reading of which is hereby waived, be given consideration. I~ IT A CITY OF COLUHBIA HEIGHTS TO: Public Works Director SUBJECT: T.H. #85 URBANIZATION FROM: Engineering Department DATE: June 10, 1974 The Engineering Department would recommend that the following items be considered as an addition to the Urbanization Plan as presented by the Highway Department. ' 1. Additional Storm Drain As you probably know, between 43rd Avenue and 44th Avenue, we have a problem with water on the roadway during rains of any intensity. Our request would be for an addiCional storm drain from approximately 43½ Avenue t~ 44th Avenue. There is presently a 12" line from this area that goes to 43rd Avenue. Lacl. of capacity in this line and the 43rd Avenue line causes this problem, and it cou]d be sotved with an addiLional line going to th~' 44th Avenue system. 2. Entrance Access for the Red Barn and the Car Wash, Just North of 49th Avenue and Central Avenue This item was requested jointly by the Red Barn and the Car Wash people. Their request received approval by the Traffic Commission and the City Council, and it has been previously referred to the Highway Department~ We are att~;ching a sketch to show the intent of their proposal and will ask that the Highway Departm('nt seriously consider this item to be included with the urbanization program. The two petitioners agree that if granted the access from the Central Avenue south bound lane, they would close the driveway on 49th Avenue adjacent to the intersection. 3. Turn Lanes 49th Avenue and Central Avenue o We have contacted Anoka County on this matter, and they feel we should have more input from the Highway Department inasmuch as it is also their problem. This and the Red Barn situation are some- what of a common problem. We would therefore submit this request. Anoka County also agrees to work with us on this problem. Parking Elimination of parking on the west side of Central from 44th Avenue to 45th Avenue will provide the left turn lanes at 45th Avenue, which was requested by the owner of the Hilltop shopping center. This will certainly be obj ~ctionable by our residents on that block. Public Works Director Page 2 June t0, t974 5. Traffic Commission Recommendations The Traffic Commission wishes to inform the City Council that they have reviewed the plan, that they agree with what has been outlined by the Highway Department and City Engineer, and that they would request a study on two additional items. a. Consideration of a separate entrance for the Ponderosa Steak House. b. Consideration of a service 'road from the existing driveway at 52nd Avenue through to the Mobile Station driveway. Construction on Other' than M.H.D. Right-Of-Way We would also request that with ~:he full cooperation of the cities and county providing right-of-way and funds, that any construction necessary to implement the plan and occurring off of the highway right-of-way be included in the same contract.
