HomeMy WebLinkAboutResolution 74-2375'g0~-4':0-~h A~VE~UE ~.E. 788-9221 CITY OF COLUMBIA HEIGHTS ADMINISTRATIVE OFFICES COLUMBIA HEIGHTS, MINNESOTA 55421 RESOLUTION #74-23 ADOPTING LAND USE AND CONTROL MEASURES IN FLOOD PLAIN AREAS WHEREAS, the City of Columbia Heights had adopted and is enforcing the Uniform Buildi.ng Code; 'and WHEREAS, Section 30la of the Uniform Buildi.ng Code prohibits any person, firm or corporation from erecti.ng, constructing, enlarging, alteri,ng, repairing, improving, moving or demolishing any building or structure wi'thout first' obtainilng a separate buildi.ng permit for' each building or structure from the Building Official; and WHEREAS, the Buildi.ng Official must examine all plans and specifications for the proposed construction when application is made to.the Building Official for a buildi.ng permit. NOW, THEREFORE, BE IT RESOLVED.BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS: l. That the Building Official shall review all buildi.ng permit applications for new construction or substantial improvements to determine whether proposed buildi.ng sites will be reasonably safe from flooding. If a proposed buildi.ng site is in a location that has a flood' hazard, any proposed new construction or substantial improvement (including prefabricated and mobile homes) must: a. be designed (or modified) and anchored to prevent flotation, collapse, or lateral movement of the structure, b. use construction materials and utility equipment that are resistant to flood damage, and c. use construction methods and practices that will minimize flood damage; and 2. That the Buildi.ng Official shall review subdivision proposals and other proposed new developments to assure that a. all such proposals are consistent with the need to minimize flood damage, b. all public utilities and facilities, such as sewer, gas, electrical, and water systems are located, elevated, and constructed to minimize or eliminate flood damage, and c. adequate drainage is provided so as to reduce exposure to flood hazards; and page two 3. That the Building Official shall require new or replacement water supply systems and/or sanitary sewage systems to be designed to minimize or eliminate infiltration of flood waters into the systems and discharges from the systems into flood waters, and require on- site waste disposal systems to be located so as to avoid impairment of them or contamination from them during flooding.
