ADOPTING SIGN MAP
BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA
HEIGHTS: that,
WHEREAS the City Council of the City of Columbia Heights held a public
hearing at the regular meeting on Harch II, 1974 regarding traffic
signing, and then referred the matter to the city Traffic Commission
for their review and recommendation, and
WHEREAS, as a result of said hearing and a furthe~ review by the
Commission at thelr regular meeting April l, 1974, the Commission
voted unanimously to recommend approval of the sign and signal In-
ventory map of existing traffic control signing, and
WHEREAS, a list of findings of fact were prepared listing twelve Items
In regard to the needs for the various traffic signs, signa)s, and
devices as shown on the sign inventory map described as Exhibit A tn

NOW THEREFORE, BE IT RESOLVED that the sign inventory map and the
findings of fact relating thereto as recon~ended by the City Traffic
Commlsslon be and they are hereby adopted as the traffic control de-
vice system for the City of Columbia Heights,

Findings of Fact
1. A public hearing was held pursuant to notice on April 1, 1974,
at 7:00 p.m. in the Council Chambers of the City of Columbia Heights to
determine whether or not the Traffic Commission should adopt the map
attached hereto as Exhibit A and whether or not to ratify past recommenda-
tions concerning municipal signals, signs and devices for the control and
regulation of traffic, moving vehicles, parking and pedestrians.
2. That this Commission has heard the testimony of City Engineer
George Brown and Chief of Police Merle Glader, and has considered previous
testimony and records before the Commission.
3. That Exhibit A, attached hereto and made a part hereof, represents
the municipal signals, signs and devices now existing in the City of Columbia
Heights for the control and regulation of traffic, moving vehicles, pedestrians
and parking.
4. That all signs in Exhibit A conform with the Minnesota state manual
and with the Minnesota Motor Vehicle Act (Minnesota Statutes, Chapter169
et seq.).
5. That Exhibit A offers relative safety to both pedestrians and
occupants of vehicles with no unduly hazardous intersections remaining under
this plan. That said Exhibit A does not represent any serious obstructions
to traffic except so as to protect pedestrian safety.
6. That all pedestrian control signs, signals, and devices have been
placed to protect the safety of such pedestrians as marked in Exhibit A.
7. That all lane direction control signs and devices have been placed
and clearly marked to keep traffic flowing with relative safety and without
undue obstructions as marked in Exhibit A.
8. That all flashing signals and traffic control signals and devices
identified in Exhibit A have been established in accordance with the goal of
safety and in the interest of keeping traffic moving at a reasonable pace.
9. That all regulatory and warning signs in Exhibit A have been
placed to best serve the safety of occupants of vehicles and pedestrians.
10. That the general welfare of the community is best served by the
placement of parking regulation signs as indicated in Exhibit A.. Such
placement allows certain parking to give citizens access to homes and
businesses while allowing traffic flow and maintenance to serve the interests
of safety of the community.
1t. That this Traffic Commission herein recommends that the City Council
ratify the past placement of signs in accordance with previous actions of
the Traffic Commission and City Council as demonstrated by Exhibit A, which
is made a part hereof.
12. That this Traffic Commission herein recommends that the City Council
adopt the map attached hereto as Exhibit A as the official sign map of the
city and order the placement of signs, signals and devices accordingly.
