RESOLUTION #73-37
AUTHORIZING CITY MANAGER TO CARRY OUT CERTAIN
ACQUISITIONS PROCEDURES UNDER UNIFORM
RELOCATION ASSISTANCE AND REAL PROPERTY
ACQUISITION ACT OF 1970.
WHEREAS, the City Council of the City of Columbia Heights,
Minnesota is engaged in the acquisition of Real Property
in conjunction with its, various park improvement programs, and
WHEREAS, Chapter 2, paragraph 22 of the Real Property
Acquisition Hand~ok ]320.1 requires that an authorized
official of the municipality carry out certain procedures
in conjunction with Real Property Acquisition,
NOW, THEREFORE, BE IT RESOLVED that the City Manager be
authorized by the City Council of Columbia Heights, Minnesota
to carry out the following activities:
To establish the fair market value of all properties to be
acquired on park improvement projects, and that such value
be based upon the acquisition appraisals and appraisal
review. _
Certify that tAe work of the appraisers and the review
appraiser with respect to each property has been performed
in a competent manner in accordance with the
applicable state law, the Uniform Relocation Assistance
and the Real Property Acquisition Act of 1970, and
the Department of Housing and Urban Development
policies and requirements.
Identify each property by name, owner, parcel and
legal description.

BE IT FURTHER RESOLVED that the City Manager be directed
by the Ci~ty Counci~l of Columbia Heights, Minnesota to
submit the following information to the Department of
I-lousing and Urban Development for each parcel for which
failr market value determinations have not yet been made
and t[~at seven (7) days following submission of said
information he be authorized to enter into negotiations
for acqu~siti'on:
1. One copy of Certification of Fair Market Value.
One copy of th, e list of appraisal reports and
dates thereof.
