ACT OF
WHEREAS, the City Council of Columbla Heights strongly
believes that the cost of financing local police and flremen~s
association pension plans will become an Intolerable burden
for affected municipalities unless certain actions ~re
taken,
NOV, THEREFORE, ~E IT RESOLVED by the City Co, nell of the
City of Columbta Heights that the City of Columbla Nelghts
recommend the Le~tMo~amend the Quidellnes Act of
1~6~ as follows:
~tth respect to those funds In which retirement
benefits are based on the salary of active members of
the asso¢latlon, atl newly employed pollce and fire
personnel should become members of the PERA Potlce and
Fire Fund. ~tth respect to the remaining funds~ the
placement of newly hired police and firemen should be
optional at the discretion of the municipality.
Employee contributions should be Increased over not
more than ten years until the share of the normal cost of
financing the funds !$ ~0 per ~ent employer, qO per cent
employee. Until the 60-~0 sharing of cost ls
established, the base pay for pension purposes stould be
frozen at the current level.
In no event should the Legislature retreat from the
requirement of funding these plans at the frozen deficit
level and in addition, the LeglsIature should as a
matter of policy determine that th~ problems assoc!a~ed
with these funds (exclusive of f~lng) are a matter of
statewide concern.

In the Interests of equity and uniformity with the
=tare funds, the Legislature should provide for refunding
employee contributions upon request where the employee
terminates employment before qualifying for a penslon.
Rembershtp on the managing board of police and flre
funds shou!d be changed so as to Include three employee
eed two e~ployer representatlves.
