A RESOLUTION AUTHORIZING THE MAYOR AND ~%TY MANAGER TO EXECUTE A
JOINT POWERS AGREEMENT BETWEEN THE CITY OF COLUMBIA HEIGHTS AND
THE VILLAGE OF ST. ANTHONY AUTHORIZING THE FIRST ALARM JOINT FIRE
DEPARTMENT RESPONSE TO DESIGNATED PROPERTIES WITHIN THE TWO COMM-
UNITIES.
BE iT RESOLVED, by the City Council of the City of Columbia Heights,
Anoka County, Minnesota, as follow~:
WHEREAS, the City of Columbia Heights and the Village of St. Anthony
adjoin each other for a substantial distance; and
WHEREAS, both the City of Columbia Heights and the Village of St.
Anthony maintain a municipal fire department; and
WHEREAS, it is in the mutual interests of both communities to provide
maximum fire proSecti~n for all properties within both municipalities; and
WHEREAS, it would be in the best interests of the properties within the
municipalities to have both fire departments available in case of a major fire;
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of
Columbia Heights authorizes its Mayor and City Manager to enter into a joint
powers agreement with the Village of St. Anthony, which agreement would author-
ize the fire departments of each community to be available on a first alarm
Joint fire department response to designated properties within the two municipal-
ities. ,
BE IT FURTHER RESOLVED, that the City Council of the City of Columbia
Heights authorized its Chief of the fire department to act in conjunction with
the Chief of St. Anthony Village fire department to designate those properties
within the two municipalities which will be subject to the joint agreement. Said
authority also authorizes the Chiefs of the two municipalities to amend said list
from time to time as would appear to be in the best interests of their respective
communities.

Fire Protection Agreement Between the Two Communities.
Chief Bassett and Chief Hall agree that better fire protection to the two
communities could be obtained by making better use of each other's fire -
fighting equipment and man power.
Mr. William Mooers, of the Fire Insurance Office, (Former Fire Underwriters
Bureau), stated he felt it would be a big step toward better fire Drotection
for both communities°
We are looking forward to receiving a better insurance classification the
next time Fire Insurance Office makes a survey of our communities. This im-
provement in classification would result in lower insurance costs.
Under this plan, upon receipt of an alarm from an area previously designated
for joint response, the dispatcher will immediately call the alarm to the
dispatch office of the co-operating community, and one unit will immediately
respond to the scene.
The area to be protected by joint response, and the equipment to respond,
will be determined by the Fire Chiefs.
