HomeMy WebLinkAboutResolution 72-58-' UuO--4rOth"'AVE N U E N2' E.""~ 1~8-9221 CITY OF COLUMBIA HEIGHTS ADMINISTRATIVE OFFICES · COLUMBIA HEIGHTS, MINNESOTA 55421 RESOLUTION #72- 5~ PERTAINING TO ALTERING THE CURRENT COST ALLOCATION SYSTEM OF THE HETROPOLITAN DISPOSAL SYSTEM BY THE METROPOLITAN COUNCIL, WHEREAS, the Metropolitan Sewer Act (Chapter 449, .1969 Laws) charged the Metropolitan Council with, among other responsibilities, that of allocating the costs associated with the expansion, improvement and operation of the Metropolitan Disposal system among the using municipalities; and WHEREAS, a joint study report prepared by the Joint Executive Management Committee of the Metro pcii~n Council and the Metropolitan Sewer Board advocates that the present cost allocation system is unreasonable and therefore recommends certain changes in the cost allocation system; and WHEREAS, one of the recommended changes to the system is that the reserve capacity charges to pay reserve capacity debt service be finarmd by a service availaCility charge made on ail new construction located in the municipalities estimated to discharge sewage into the Metropolitan Disposal System in 1973; and WHEREAS, the said service availability charge is unreasonable and unequitable because it requires present developing communities to finance with no pay-back provisions the reserve capacity charges currently and properly allocated to the outlying communities; and WHEREAS, the Sewer Service Area No. 1 Advisory Board has considered in detail the recommended changes tn said cost allocation system; and - 2 - WHEREAS, the said Advisory Board did on August l l, 1972 consider recommending to the Metropolitan Council that the service availability charge not be adopted and that certain alternatives be initiated as set forth and contained in the recommendations by the Sewer Service Area No~. I Advisory Board Policy Paper for remedying any problems associated with the current cost allocation system of the Metropolitan Disposal System, a copy of which was before the Council; NOk~, THEREFORE, BE IT RESOLVED by the City Council of the City of Columbia Heights that the City Counc~il strongly supports the position taken by the Sewer Service Area No. t Advisory Board Pol icy Paper and urges the Metropolitan Council not to adopt the inequitable service availability charge plan. BE IT FURTHER RESOLVED' that certain alternatives be initiated as set forth and contained in the recommendations of the Sewer Service Area No. 1 Advisory Bard Policy Paper relative to altering the current cost allocation system of the Metropolitan Disposal System.
