HomeMy WebLinkAboutResolution 71-50CITY OF COLUMBIA HEIGHTS ADMINISTRATIVE OFFICES 788-9221 COLUMBIA HEIGHTS, MINNESOTA 55421 RESOLUTION SETTING SALARIES FOR MEMBERS OF THE POLICE DEPARTMENT FOR 1971. BE iT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that WHEREAS, negotiations have proceeded prior to January, 1971 for the year 1971 between Local 149 Teamsters representing members of the Police Department and the City Council's Labor Consultant, and in recognition of the accelerating financial burden of the private pension plan the City of Columbia Heights Police Department and the City Council of the City of Columbia Heights agrees to the following terms and conditions of employment: NOW, THEREFORE, BE IT RESOLVED that the following salary and fringe benefit program be instituted for members of the Columbia Heights Police Department: Salary adjustment of $29 per month to be granted to all patrolmen and sergeants. An additional $36 to be paid as a "pension inequity" aoJustment payment (not to be considered as salary for pension purposes) to personnel in the Columbia Heights Relief Association. 3. Personnel under P.E.R.A. to receive $65/month adjustment. Time and one-half to be paid for overtime on call backs and ho]d-overs, authorized by the supervising officer, said overtime to be based on salary including pens[on inequity" Residence requirement to be wa[v~ and a time requirement to reach the Police Station from their residence of no more than 15 minutes be established. That any life insurance program granted for Columbia Heights City employees include all members of the Police Department and a representative of the Police Department to be a member of the Insurance Committee to review proposals on such insurance coverage. That a false arrest insurance program be granted for department members. - 2 - 8. Clothing allowance of $140 per year to be granted payable by voucher. ~.~hat any new patrolman hired after November 1, 1971 shall be placed .~ under the Public Safety P.E.R.A. pension plan and the Columbia Heights _~l~t~.'~ Police Relief Association agrees not to oppose any action by the ~~ City that would place new patrolmen under said PubliCeSafety P.E.R.A. ~,~J~ program either through legislative action or otherwis . 10. (Deleted December 13, 1971). BE IT FURTHER RESOLVED that items number 1, 2, 3, ~nd 8 be made retro- active to January 1, 1971 and that the applicable authorization for salary adjustment during the "freeze" period under appropriate federal and state regulations be used for the members of the Department as justification for a salary increase during the period for August 15, 1971 to November 13, 1971. Provided said employees qualify under this Act. This resolution shall become effective upon acceptance by Local 149 representing the Columbia Heights Police Department, and a legal opinion of the City Attorney which indicates that the above resolution does not violate any of the wage and price freeze guidelines. Columbia Heights, Minnesota 55421 Dear Mr. Watson: I have received the contract for the Columbia Heights Police Depart- ment for the year of 1971. I note that in Article 9 you state that you note that any new patrolman hired after November t, 1971, shall be placed under the Public Safety P.E.R.~ pension plan, and the Col- umbia Heights Police Relief Association agrees not to oppose any action by the City that would place new patrolmen under said Public Safety P.E.R.A. program either through legislative action or other- wise. I wish to inform you that I have consulted our legal representatives and I was informed that due to the fact that you have your Columbia ~eights Police Relief Association, which is not part of this contract, or would I be permitted under the existing law to negotiate any por- tion of the Relief Association's pension plan, or have I been auth- orized to do so. We will sign this contract with the understanding that I do not propose to violate the pension laws of our State, and that I am no party to any changes in your pension plan, which can only be determined and agreed upon by the Columbia Heights Police Relief Association. I have not attended any of their meetings, nor have I been requested to do so, therefore, you may accept my signature only for the remain- portion of the contract with the exception of Article 9.
