HomeMy WebLinkAboutResolution 70-22V;!~gREAS, the City of Ool~.-~mbia heights is by law almost totally dependent on the property tax to £ina~ce municipal services; and W~RE~.~, the Oi%y Council is a~utely aware of the burden which property taxes impose on property o~ere, particularly tho~e individuals living on f~-xed ine~meBj and ~tS~T~B, the Cit~ Council is c,'~ncerned about the steady growth in tax-exe~pt property which ~erves to increase the burden of taxpaying ~roper~y owners; and WHEREA~, the City Coumoil is not ur~nindfut of the valuable services performed by ma~y tax-exempt organizations, particularly religious and educational institutions ~ and I~EA~, the Minnesota Legislature has thoroughly studied this Broblem and expressed its concern thro~ the pass~e of Laws 1969c.925, which proposes to amend ,~rticle 9, ~ec~ion 1 of the Minnesota Oon~titutiom to permit ~he Legislature to define or 1-~it the clas~ee of exempt property, except churches, houses of worship an~ p~operty used solely for educational purposes; WHE~E,~2, the City Council believes the p~opomed amendment to bein the best interests of the 0i%y of Col~mbia ~ei~j~ts and the ~tate as a whole, and represents ~ reasonable means of ~ee%ing the need %o ~ore equitably ~pread the burden ~f financing local goverr~en$, services while at the s~e time avoiding imposing undue financial hardship on educational and re!i~ious institutions; NOW, THEREFORE, .~E IT ~E.~OLVED that tbs City Council of the City of Col~bia ~eights endorsee the principles of equitable tax policy and reform exemplified in Amendment No. I rela%inE to tax-exe~ proper~y r~d urges its ratification.
