E. and also to construct ..sidewalks, curbs and gutters on the aforesaid street signed by fifty-one percent of the resident owners was presented to the City Council of Columbia Heights, Anoka CoUnty, Minnesota; Whereas, the Council by a four-fifths vote determined to make the aforesa~id improvement; The City Council of the City of Columbia Heights hereby resolves:~ Section I.
