Gentlemen: The City of Columoia Heights,Minnesota, request permission and authority to make two temporary storm water outlet connections to the MirJoeapolis sewer system;One into the 5th St.N.E. sewer between 36th Ave. N.E. and 37th Ave. N.E. The other into the Tyler St. N.~. sewer i~ the intersection at37th Ave.N.E. The storm water d=ainage from this city at or near 4th St.N.E. and 37th Ave. N.E. in the past drained into the N'ly end of the Sandy Lake drainage basin: Likewise in all probability, the storm ~.~'ater drainage from Tyler St.N.E. and 37th Ave. N.E. drained into the E'ly end of the Sandy Lake drainage basin. In as muc?n as the districts on the Igin~_eapolis side where the storm water drainage is desirable for us to make, has and is being steadily improved. It is ~ecoming increasingly difficult if not im- possible to keep t~e old lines of drainage open, particularly is this most obvious in the case of finding a way to care for the drainage from the Tyler St. and 37th Ave.N.E. intersection. Apparently there is no other way open except to connect with the Minneapolis sewer, in the case of the drainage from $Tth Eve. N.E. and 4th St.N.E. it appears that at the present time if a connection was permitted to be made into the Min~eapolis sewer on 37th Ave. N.E. a speedy relief from existing conditions would result. It is true that at some future time a storm water sewer maybe built along and on 37th Ave.N.E. runnir, g W~ly to the Mississippi River for an outlet. The installation of such proposed storm water outlet on 37th Ave. N.E. will involve a great deal of ex- pense to this city and may likewise involve a similar expense to l~inu- eapolis, for the reason that in addition to the topographical diffi- culties to be overcome by this city, provision must be made so as to not impair the use and functioning of the four lines of 50~ and larger force ana distribution main and accessories owned and no~ in operation by your city. For your information, we attach herewith: Exhibits "A" and "B" giving the boundaries and areas of the districts for ~.~hich a temp- orary connection is desired at this time. We feel that if it is possible for us to meet '~ith your committee and to view the groum~d and surroundings, that at least a clearer and better understanding of the problem confronting us, can be had than is brought out in the written request. zy ~ana g Mayor EXHIBIT "A". Proposed connection in 5th St.N.E. near 37th A~e.N.E. the boundaries of this district in ColumOia Heights is substant- ially as follows: On the West-University Ave. N.E. from 37th Ave.N.E. to about ½ way between 41st and 42nd Ave's.N.E. On the North-By a line ½ way between 41st and 42z~d at University Ave. N.E. running in a S.E'ly direction to the West line of the Reservoir Boulevard a~ 41st Ave. N.E. On the East- By the Van Buren St. from, 37th to 39th Avets. N.E., 39th Ave.N.E. from Van Buren St.to the Reservoir Boulevard, and the West line of said Boulevard from 39th Ave.N.E. to 41st Ave. N.E. Th On the South-By 37th Ave. N.Y., e area of the above district contains very nearly 323 acres. Of the foregoing acreage only 50' acres have a storm water sewer running directly to $Tth Ave. N.E. and 4th St.N.E. On the Easterly side there is a storm water sewer in Central Ave., between Gould Ave. and 40th'Ave.,N.E. and in 40th Ave. N.E. from Central to Jackson, and South on Jackson St., from 40th Ave.N.E. to at or near ~th Ave. N.E. for an outlet onto the lower ground west of Van Buren St. The area of t~is section, amounts to about 30 acres, the flow from which spreads over the low grouv~ east of 5th St., between 38th Ave. N.E.and 40th Ave. N.E., and the run off is very slow in reaching the storm sewer in 5th St.N.E. The quantity of storm water reaching the sewer is very small com- pared to the area sewered. XHIBIT Proposed connection in Tyler St.N.E. and 37th Eve. N. E. the boundary of this district in the ~ity of Columbia Heights is substantially as follows: On the West- By VanBuren St. from 37th Ave. N.E. to 39th Ave,, N.E. $9th Ave.N.E. from Van Buren St.to the Reservoir Boulevard, and the Reservoir Boulevard from 39th Ave. N.E. to 43 Ave. N.E. On the North-By 43rd Ave. N.E. from Reservoir Boulevard to Polk Street. On the East-By Polk St. from 43rd Ave. N.E. to Hayes St.~ and Hayes St. from Polk St. to 37th,.,~ve. N.E. On the South-By 37th Ave. N.E.~-$he area of the above district contains very nearly 190 acres~no part of which has a storm sewer. The acreage at present from which a run off goes directly to Tyler St. amounts to about 40 acres.
