Issue Statement:
A request to convey City owned property at 4656 Monroe Street NE to Jon and Tina Foss.
Background:
The City of Columbia Heights acquired and demolished a substandard home at 4656 Monroe Street NE in August 1995, and
as such the property has been vacant since this time. The City Council advertised for bidding of this property in August and
staff opened the five bids submitted at 11:30 a.m. on October 22, 2001. The City Council held a special work session on
October 22, 2001, to consider the bids submitted. The City Council then discussed the bids submitted at their regularly
scheduled meeting on October 22, 2001, and awarded the bid consideration to Jon and Tina Foss with Nedegaard Homes as
the builder.
Analysis:
The City as indicated in the charter, is required to sell property by ordinance. This can be done quickly, but requires two
readings, and 30 days from the date of the second reading to become official. Staff was unaware that the City Council was
ready to award the bid on the opening bidding date, nor did we know who the Council was going to sell the property to in
order to adopt an ordinance. Thus the City Council needs to take action in order to make the conveyance of this property
official. Staff is in the process of putting together a Sale and Development Agreement to ensure the City will receive what
was represented to them by the Foss party, as well as any other expected requirements.
Recommendation:
Staff recommends approval of Ordinance # 1443, to convey City-owned property at 4656 Monroe Street NE.
Recommended Motion:
Move to waive the reading of Ordinance # 1443, there being ample copies available to the public.

Issue Statement:
A request to review bidding proposals submitted for the sale of City owned property at 4656 Monroe Street NE.
Background:
The City of Columbia Heights acquired and demolished a substandard home at 4656 Monroe Street NE in August 1995.
This property has been vacant since 1995, but with the City Council's reallocation of these former CDBG funds, the
property can now be sold on the open market without CDBG requirements. The City Council recently took action to
establish a minimum bid price for this property at $33,000 and authorized staff to publicly advertise the sale of the same.
Analysis:
The City advertised this property for 45 days as recommended by the City Council and EDA, and sent out bidding packets to
builders and parties who had expressed interest in developing a single-family lot. The lot was also advertised in the Focus
and the Star Tribune, as well as on local cable television. As indicated in the bid packets, bids would be considered on the
basis of purchase price, as well as the estimated value of the property when fully developed. The City acquired the property
in 1995 for $33,000, as well as additional costs for demolition, appraisal, and closing fees. The fair market value of the
property has recently been established at $35,000, which will have to be paid back to Anoka County as CDBG program
income. Any additional money gained from the sale of this property over $35,000 will be considered profit. As indicated in
the bid packets, the City Council reserves the right to reject any and all bids, can negotiate terms of the proposals, and
reserves the right to award the contract in the best interests of the City.
Recommendation:
Staff recommends the City Council review responsible bids submitted for the sale of City-owned property at 4656 Monroe
Street NE and award the highest and best bid at the October 22, 2001, City Council meeting, thus allowing construction to
start as soon as possible.
Recommended Motion:
Move to approve the responsible bid in the amount of $ ., from

The City of Columbia Heights does ordain:
Section 1:
The City of Columbia Heights, a Minnesota municipal corporation, may
convey unto Jon M. and Tina L. Foss, the real property described as follows,
to wit:
Lot 9 of Sheffield Acres, except the Westerly Seventy feet thereof, Anoka
County, Minnesota. Subject to road and utility easements over and across
North 15 feet and East 15 feet, except the Westerly Seventy feet thereof.
Section 2:
The Mayor and City Manager are herewith authorized to execute a deed to
effectuate the conveyance of said real estate subject to the terms, purchase
price, and conditions specified in the purchase agreement.
Section 3:
This Ordinance shall be in full force and effect from and after thirty (30) days
after its passage.

NOTICE TO BIDDERS
The City of Columbia Heights will be accepting bids on the sale of one vacant single-
family residential zoned property at 4656 Monroe Street NE. This property is offered in
"as is" condition.
Sealed bids will be received by the City of Columbia Heights, Community Development
Department, 590 40th Avenue N.E., Columbia Heights, MN, 55421 until 11:30 a.m.
C.D.S.T. on October 22, 2001, at which time they will be publicly opened and read out
loud in the City Council Chambers.
Each bid shall be accompanied by a bidder's bond naming the City of Columbia Heights
as obligee, or a certified check payable to the City of Columbia Height, or an irrevocable
letter of credit or a non-interest bearing cash deposit equal to at least five percent (5%) of
the amount of the bid. If bidder is selected by the City and fails to enter into a contract,
then the bidder shall forfeit said 5% deposit.
The City Council reserves the ri~t to retain the deposit of the three most competitive
bidders for a period not to exceed 30 days after the date and time set for the opening of
bids.
The City Council reserves the ri*~ht to reject any and all bids, or a portion thereof, to
waive irregularities and informalities therein, further negotiate terms of the proposals,
and reserves the right to award the contract in the best interest of the City.

Dear City Council Members:
We are writing this letter to express our interest in the vacant lot on 47'~ Avenue and Monroe Street.
The City of Columbia Heights has been a part of our lives since childhood. Both of us are graduates of
Columbia Heights High School. Tina was a varsity gymnast on the Columbia Heights Gymnastics team
and was active in school functions such as school dances and pep rests. After graduation, she returned to
the school to perform dance routines for the Homecoming pep fest two years in a row. She has coached the
varsity gymnastics team for Columbia Heights, once being a voluntarily coach and once as the head coach.
Currently, Tina is employed with the City of Columbia Heights where she works in the Recreation
Department and is the Park and Recreation Commission secretary.
Jon was active member on student council and was elected Homecoming King and Frostdaze King. He
was also a football player and varsity basketball player for Columbia Heights. Since graduation, he has
coached youth football and basketball, and was the head coach for the boys traveling basketball team. Jori
is also an active member on the Columbia Heights Athletic Boosters where he has served on the Board of
Directors and was in charge of the concession trailer for the Columbia Heights carnival.
Together, we have four children. The oldest two are students at North Park Elementary. While too young
to attend at this time, our two youngest will also attend school in Columbia Heights. They also participate
in youth sports for the Columbia Heights Recreation Department. We have both taken an active role in
school functions and will continue to do so for all of our children. We have also brought our children to
several school functions such as the Star Lab, pizza and book fairs, and Varsity Football games.
Bruce Nedegaard has been chosen by us to build our home for several reasons. First and foremost, he is a
trusted family friend of Jon's parents, Helene and Jerry Foss. He is a reputable builder within the building
community and is highly respected. Bruce also has strong ties to Columbia Heights. He currently resides
in Columbia Heights, his children graduated from Columbia Heights High School, and he has'moved his
business to Columbia Heights. When Tina's mother needed to sell her home and property and have it close
within 25 days, Bruce was able to help her out. He has shown us great commitment and supports our desire
to move back to Columbia Heights.
Being selected will open up an opportunity to give back to the community what we have been able to
experience. We feel that we will be an asset to the community and city as a whole. A residence in
Columbia Heights will also allow us to be more active within the community.
