Background:
Over the past five years, City Hall has continued to leak in certain areas despite repeated attempts
to patch the problem. Bill Holman of AAC, Inc. indicated that Section G over the Police
Department needs total replacement, and that Section A over the Finance Department needs
restoration. He recommended that those two areas be completed this year. The disconnecting and
connecting of equipment on the roof, must also be considered.
We will also be considering replacement of HVAC if it is too old. We asked Honeywell to
consider this. Obviously, new HVAC would have a warranty, be more efficient, and could
reduce our regular O & M. Depending on the contract extension Honeywell proposes, we may
decide to go out for quotations for the 4-6 ton HVAC units.
Analysis:
Bids for City Hall Roof Repair were opened at 2:00 p.m. on Wednesday, October 24, 2001 in the
Council Chambers at City Hall. Bids were reviewed and tabulated with the help of Bill Hollman,
AAC, Inc. As requested by Council, a contingency will be added to review and determine the
need of metal replacement.
Recommendation:
MOTION: Move to award the bid to Omni Roofing, based upon their low, qualified, responsible
bid in the amount of $128,590, with funds to be appropriated from the unexpended fired balance
of 2001, with $20,090 to be contingent upon review and determination of metal replacement, and
to authorize the Mayor and City Manager to enter into an agreement for the same.

Issue Statement:
A request to convey City owned property at 4656 Monroe Street NE to Jon and Tina Foss.
Baclc~round:
The City of Columbia Heights acquired and demolished a substandard home at 4656 Monroe Street NE in August 1995, and
as such the property has been vacant since this time. The City Council advertised for bidding of this property in August and
staff opened the five bids submitted at 11:30 a.m. on October 22, 2001. The City Council held a special work session on
October 22, 2001, to consider the bids submitted. The City Council then discussed the bids submitted at their regularly
scheduled meeting on October 22,2001, and awarded the bid consideration to Jon and Tina Foss with Nedegaard Homes as
the builder.
Analysis:
The City as indicated in the charter, is required to sell property by ordinance. This can be done quickly, but requires two
readings, and 30 days from the date of the second reading to become official. Staff was unaware that the City Council was
ready to award the bid on the opening bidding date, nor did we know who the Council was going to sell the property to in
order to adopt an ordinance. Thus the City Council needs to take action in order to make the conveyance of this property
official. Staff is in the process of putting together a Sale and Development Agreement to ensure the City will receive what
was represented to them by the Foss party, as well as any other expected requirements.
Recommendation:
Staff recommends approval of Ordinance # 1443, and to establish a second reading of Ordinance # 1443 to convey City-
owned property at 4656 Monroe Street NE.
Reeommended Motion:
Move to waive the reading of Ordinance # 1443, there being ample copies available to the public.

Dear City Council Members:
We are writing this letter to express our interest in the vacant lot on 47th Avenue and Monroe Street.
The City of Columbia Heights has been a part of our lives since childhood. Both of us are graduates of
Columbia Heights High School. Tina was a varsity gymnast on the Columbia Heights Gymnastics team
and was active in school functions such as school dances and pep rests. After graduation, she returned to
the school to perform dance routines for the Homecoming pep lest two years in a row. She has coached the
varsity gymnastics team for Columbia Heights, once being a voluntarily coach and once as the head coach.
Currently, Tina is employed with the City of Columbia Heights where she works in the Recreation
Department and is the Park and Recreation Commission secretary.
Jon was active member on student council and was elected Homecoming King and Frostdaze King. He
was also a football player and varsity basketball player for Columbia Heights. Since graduation, he has
coached youth football and basketball, and was the head coach for the boys traveling basketball team. Jon
is also an active member on the Columbia Heights Athletic Boosters where he has served on the Board of
Directors and was in charge of the concession trailer for the Columbia Heights carnival.
Together, we have four children. The oldest two are students at North Park Elementary. While too young
to attend at this time, our two youngest will also attend school in Columbia Heights. They also participate
in youth sports for the Columbia Heights Recreation Department. We have both taken an active role in
school functions and will continue to do so for all of our children. We have also brought our children to
several school functions such as the Star Lab, pizza and book fairs, and Varsity Football games.
Bruce Nedegaard has been chosen by us to build our home for several reasons. First and foremost, he is a
trusted family friend of Jon's parents, Helene and Jerry Foss. He is a reputable builder within the building
community and is highly respected. Bruce also has strong ties to Columbia Heights. He currently resides
in Columbia Heights, his children graduated from Columbia Heights High School, and he has'moved his
business to Columbia Heights. When Tina's mother needed to sell her home and property and have it close
within 25 days, Bruce was able to help her out. He has shown us great commitment and supports our desire
to move back to Columbia Heights.
Being selected will open up an opportunity to give back to the community what we have been able to
experience. We feel that we will be an asset to the community and city as a whole. A residence in
Columbia Heights will also allow us to be more active within the community.

Section 1:
The City of Columbia Heights, a Minnesota municipal corporation, may
convey unto Jon M and Tina L. Foss, the real property described as follows,
to wit:
Lot 9 of Sheffield Acres, except the Westerly Seventy feet thereof, Anoka
County, Minnesota. Subject to road and utility easements over and across
North 15 feet and East 15 feet, except the Westerly Seventy feet thereof.
Section 2:
The Mayor and City Manager are herewith authorized to execute a deed to
effectuate the conveyance of said real estate subject to the terms, purchase
price, and conditions specified in the purchase agreement.

Issue Statement:
This is a request to award bids for the replacement of four (4) HVAC units at City Hall.
Background/Analysis:
The City solicited bids for replacement of four (4) packaged rooftop units that will be placed above the
Police Department in conjunction with the roof replacement that is scheduled to begin the first part of
November. Bid specifications were faxed to thirteen companies on Thursday, October 25th. I have
attached a copy of the project specifications for your review.
On October 29, 2001, at 3:00 pm staff will review the bids received for the above stated project,
complete a comparative evaluation of same, and make a recommendation to the City Council for final
action.

Dear HVAC Contractor:
The City of Columbia Heights is soliciting bids for the replacement of four (4) packaged
115,000 Btu heat and 6 ton air conditioning rooftop units. Bids will only be accepted for
the following brand name units: Carder, Payne, and Bryant. The units are on the roof area
above the City of Columbia Heights Police Department offices. The bid shall be for units
with an EER rating of 9.0. Economizers must be included in the bids. The removal of the
units must commence on or about November 5, 2001, as the roof will be replaced at this
time. The installation will be when the roof is completed. Your firm must provide warm
air and gas piping competency cards from a class "A" municipality with the bids. Your
bid must be for the complete replacement including: electrical, supply and return duct
smoke detectors, gas piping, crane fees, disposal of old units, etc, with options as follows:
1. Increase ERR to 11.0.
2. Deduct for crane.
3. Deduct for disconnect by others.

Our bid for the replacement units is $40,910.00 per your outline specification
dated 10/25/01 including the following:
1. Demolition, evacuation and proper disposal of 4 RTU. One Bryant unit will
remain on the existing curb during new roofing.
2. Demolition and disposal of ductwork on 4 RTU. The existing ducts are not of
adequate size for the units and are only insulated with 1" lining instead of 2"
lining per current codes.
3. Removal and replacement of natural gas and condensate lines on the roof for
the 5 RTU.
4. Removal and reinstallation of 2 PRV fans and ducts in NE Comer of the roof.
5. Furnish and install 4 - 6 ton RTU complete with economizers and smoke
detectors and down flow curb adapter for one unit.
6. Furnish and install new ductwork for 4 systems of correct size for 6 ton units
and lined with 2" lining. All ducts would be caulked and sealed.
7. Furnish crane for removal of old units and ductwork, and also for installation
of new units and ductwork.
8. Electrical work to remove and replace power and control wiring for 5 units.
9. Miscellaneous items included are permits, sales tax, 1 year warranty for parts
and labor and start up of new installation.
Add $2450,00 lo provide high efficiency units as requested. Delivery of these
units would be 5 to 6 weeks as compared to local stocked standard efficiency
units.
Add $600.00 to furnish and install an economizer in the 6-ton Bryant unit te
remain.

Thank you for the opportunity to provide you wRh this proposal. We propo~ to furnish matedals
and labor as follows:
We shall remove (,~) existing 6~ton r(~ftep heat/cool units and replace w ~.h (4) new units of
equal size. Units complete with eco[~emizers and srnoka~ detectors..Also in Juch~s holSUrKj units
onto roof, old unit removal, wiring, ga:; pipi,g reconnect, galvanized ductw~ --k, start up, permits
and one-year warranty.
Cost of the above: $23,410.00
Alternate #1: if new disconnects are required on all four units, add to sum $750.00
Alternate #2: To install 11 EER units, add to sum: $2,070.00
Terms:
0% down, progressive monthly payme,ts to be made on or before the 10"' d ~y of each month on
work completed and billed by the 3C-u' day of the previous month, The fi~ 31 payment is to be
made 10 days from completion date and final invoice date.
