NEW YORK, April 8, 1999 -- Moody's has assigned an A1 rating to Columbia
Heights' (MN) $860,000 General Obligation Improvement Bonds, Series 1999A and
$1,935,000 General Obligation Utility Revenue Bonds, Series 1999B. The rating
assignment is based on the city's above average debt levels, healthy financial
margins, and modest tax base growth.
SOUND FINANCIAL POSITION EVIDENCED BY HEALTHY RESERVES
Moody's expects the city to maintain a sound financial position due to prudent
management and a modestly growing tax base. Over five years of operating
surpluses have contributed to a healthy General Fund balance, which was over
$4 million, or 60% of General Fund revenues, at year end 1997. This level of
reserves precludes the need for short-term borrowing and provides ample
support for unexpected contingencies. City officials report preliminary
results for fiscal 1998 are similar to 1997, with a General Fund surplus
approximating $300,000. The city has a policy of maintaining reverses at a
minimum of 40% of the next year's budget.
ABOVE AVERAGE DEBT YET MANAGEABLE BURDEN
Moody's believes the city's above average debt burden of 5.5% is manageable
due tax increments and utility revenues, which fund a significant
portion--90%--of debt service, limited future borrovring plans and rapid rate
of principal retirement (91% in ten years). The above average debt burden is
primarily due to the overlapping school district which accounts for 62% of the
overall debt. The city's direct debt ratio is moderate at 1.3%. The proceeds
of this sale will be used to for street improvements and water and sewer
upgrades, which are expected to be self-supporting, yet backed by a general
obligation pledge. City officials do not anticipate future borrowing of until
2004 for similar improvements.

The hearing may be continued to additional dates.

BEING A RESOLUTION ORDERING IMPROVEMENT AND PREPARATION OF PLANS
WHEREAS, the City of Columbia Heights City Council by motion on the 22nd day of March, 1999, fixed a date
for a council hearing on the proposed improvement of bituminous alleys
AND WHEREAS, ten days mailed notice and twice published notice of the hearing was given, and the hearing
was held thereon the 13th day of April, 1999, at which all persons desiring to be heard were given an
opportunity to be heard thereon, and
WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being
defrayed by special assessments under Charter provisions.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA HEIGHTS,

Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report.
Such improvement is hereby ordered as proposed in the Council Motion on the 22nd day of March,
1999.
4. These improvements shall also be known as P.I.R. #979 and #1003 - Project 9901.
Kevin Hansen is hereby designated as the engineer for this improvement. The engineer shall prepare
plans and specifications for the making of such improvement and advertise for bids.
Adopted by the Council this 13th day of April, 1999.
