The rating assignment is based on the city's above average debt levels, healthy financial margins, and modest tax base growth. SOUND FINANCIAL POSITION EVIDENCED BY HEALTHY RESERVES Moody's expects the city to maintain a sound financial position due to prudent management and a modestly growing tax base. Over five years of operating surpluses have contributed to a healthy General Fund balance, which was over $4 million, or 60% of General Fund revenues, at year end 1997. This level of reserves precludes the need for short-term borrowing and provides ample support for unexpected contingencies. City officials report preliminary results for fiscal 1998 are similar to 1997, with a General Fund surplus approximating $300,000. The city has a policy of maintaining reverses at a minimum of 40% of the next year's budget. ABOVE AVERAGE DEBT YET MANAGEABLE BURDEN Moody's believes the city's above average debt burden of 5.5% is manageable due tax increments and utility revenues, which fund a significant portion--90%--of debt service, limited future borrovring plans and rapid rate of principal retirement (91% in ten years). The above average debt burden is primarily due to the overlapping school district which accounts for 62% of the overall debt. The city's direct debt ratio is moderate at 1.3%. The proceeds of this sale will be used to for street improvements and water and sewer upgrades, which are expected to be self-supporting, yet backed by a general obligation pledge. Kevin Hansen is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement and advertise for bids.
