Roll Call Statement of Purpose of the Board of Review To review property valuations as of January 2, 1999, for tax payable 2000, and to hear appeals from citizens who feel aggrieved or have questions regarding property valuations. 3. Introductions o The City Manager will introduce Mary Boyle, Residential Appraiser, and Diana Stellmach, Commercial Appraiser. Questions and Answers Regarding Property_ Valuations Citizens in attendance will be given an opportunity to raise questions regarding their property valuations. Council Actions Regarding Specific Cases or Cases on Which Additional Information is Desired The Council may, at this time, take action regarding any of the properties that were discussed or instruct the County Assessor's Office to provide more information at a continued meeting. 1) RECOMMENDED MOTION: Move to adopt the 1999 Assessment Rolls as presented and amended. 2) ALTERNATE MOTION: Move to continue the Board of Review meeting to Monday, April 12, 1999 at 6:30 p.m. for the purpose of hearing additional information regarding only those property values appealed and discussed on April 5, 1999, and to consider adoption of the 1999 Property Assessment Rolls. 6. As defined in Minn. Stat. §278.01, Petitioner has an estate, right, title or interest in or lien upon the property hereinafter described (the "Property"). 2. The Property consists of certain real estate located in the City of Coon Rapids, County of Anoka, and State of Minnesota. To the extent that the total market value assigned to the Property exceeds actual market value or discrimination against the Property in favor of comparable properties, the Property has been assessed unfairly, unequally and discriminatorily, in violation of Minnesota Statutes, section 272.03, subd. 8, and section 273.11, and in violation of the Uniformity Clause of Article X, section 1 of the Constitution of the State of Minnesota. 5. To the extent that the tax levied against the Property by said Assessor is based on the total market value which exceeds actual market value or discriminates against the Property in favor of comparable properties, the property of Petitioner will be taken without due process of law, in violation of Article I, section 7 of said Constitution. Columbia Heights, MN 55421 This letter is to Subject: Estimated Market Value and Property Class for Property Taxes Payable in the Year 2000 for 3900 Main Street NE serve as an appefil of my property's valuation for property taxes payable in the Year 2000. Upon reviewing my past history, I find the following: 1989 $60,600 Property Value 1990 $61,900 Increase of 2.1% 1991 $61,700 Decrease 1992 $61,600 Decrease 1993 $61,400 Decrease 1994 (Missing records) 1995 $61,400 Even with 1993 1996 $64,100 Increase of 4.4% 1997 $66,000 Increase of 3.0% 1998 $67,700 Increase of 2.6% 1999 $69,100 Increase of 2.0% 2000 $75,800 Increase of 9.7% By reviewing the above increases, it would appear that my house has risen in value more than 23% over a five year period, nearly one-fourth of it's original value. I can hardly believe that the economy and housing values have a record this good. I am appealing this valuation and would request it be reviewed by the Board of Review. Cain 3947 Tyler St. NE Columbia Heigths, Mn. 55421 To: Local board of property tax review Columbia Heigths city hall Dear board, I would like to formally appeal the valuation of my family's home. The taxable market value in 1998 was $79,700. The proposed value for 2000 is $87,800. The valueis being increased by $8100 over a two year period. That is an increase of over 10%. Fifteen months ago; we purchased the house at arms length for about $83,500. Since then; we have added a slab of cement for $280. The trim and the deck were painted, which does not'in my mind constitute an improvement in the property. In the mean time, we added a garage door opener and several of the wheels on the door fell apart; so now we have a door that~ifficult at best to open. Then the tile in the basement shower started to fall off. Then the floor in basement bathroom started to come up. The heating plant and water heater look like original equipment. The deck is nearing the end of it's useful life. Then there is the crack in the foundation that allows water into the basement. I realize that the house has a good foundation size. How much of the area not tied up in the garage is actually considered to be finished? Could we even get what we paid 15 months ago with all the needed repairs that have arisen since then? Maybe the 1998 figure more closely approximates the value of the house at this time. Well God says to give to Ceasar what is Ceasar's and to God what is God's. It also says not to steal and 10% over two years seems pretty~steep to me. Yours in the love of Christ, Robert A.
