BEING A RESOLUTION ORDERING IMPROVEMENT5
BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights,
WHEREAS, the City Council of the City of Columbia Heights by Motion on
the 27th day of January, 1986 ordered notice of a hearing to be given to
property owners, and
WHEREAS, pursuant to a notice of hearing residents appeared at a Council
meeting on the 25th and 31st day of March and on the 9th day of April, 1986, and
WHEREAS, the Council determines to proceed with this local improvement, a
portion uf the cost being defrayed by special assessments under Charter provisions.
NOW, THEREFORE, IT IS HEREBY RESOLVED:
1. That the location and extent of such improvements is as follows:
Construction of permanent street for Stinson Boulevard N.E. from 45th
Avenue N.E. to the Silver Lake Beach area, and storm drainage improven~nts
for the general vacinity.
Work would include the construction of new bituminous surfacing, curb and
gutter, storm sewer improvements for the street and collection of storm
water for surrounding areas, a cul-de-sac at the Silver Lake Beach area,
replacement of old galvanized and lead water services within the street
right-of-way from the curb stop to the City main, installation of sewer stubs
for unimproved lots along the street, and miscellaneous associated construction
items.
Water service improvements are proposed to be assessed to the affected parcels
on a per parcel basis if replacement is necessary.
2. That the materials to be used are as follows:
Aggregate base, bituminous surfacing, concrete curb and gutter, concrete
servicewalk and driveway aprons, sod, 1" copper water service pipe, P.V.C.
storm sewer pipe, reinforced concrete storm sewer pipe, concrete manholes
and catch basins, treated wood baffle weir and various appurtenances.

That a careful estimate of the cost of the improvements has been
made by the City Manager and the several )ots and parcels of land
fronting upon and adjacent to such proposed improvements, which be
deemed benefited thereby, were properly notified of said hearings,
and
4. That the City Manager shall also list the names and owners of the
several parcels so improved as nearly as can be ascertained.
5. That the City Manager shall proceed with taking of bids for the
improvements, or portions of the improvements, as stated herein.
6. These improvements shall also be known as P.I.R. #779 - Project #8513.
