HomeMy WebLinkAboutResolution 84-03RESOLUTION 84- 03 A RESOLUTION IMPLEMENTING REQUIREMENTS OF GENERAL REVENUE SHARING REGULATIONS PERTAINING TO THE HANDICAPPED WHEREAS, Section 51.55 of the Revenue Sharing Regulations (as published in the Federal Register on October 17, 1983) prohibits discrimination against qualified individuals because of their handicapped status and outlines the regulations by which governments receiving $25,000 or more in revenue sharing monies are required to abide, and, WHEREAS, the City of Columbia Heights is a governmental unit which receives $25,000 or more in revenue sharing monies, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Columbia Heights, Minnesota that the City Manager be authorized and directed to coordin- ate efforts to comply with such regulations by: 1. Serving as the "responsible employee" designated to coordinate implement- ation of the handicapped discrimination requirements. o Notifying the public of the GRS Handicapped Requirements and the City's policy prohibiting discrimination on the basis of handicapped status in admission or access to, or treatment or employment in, its programs and activities. Formulating a grievance procedure to provide for prompt and equitable resolution of complaints alleging handicapped discrimination. Evaluating programs and activities, policies and practices to determine areas of noncompliance with the handicapped discrimination regulations and recommending "nonstructural changes" to achieve compliance. 5. Determining if "[tructural changes" are needed and, if so, preparing a transition plan describing how the changes will be made. BE IT FURTHER RESOLVED, that all provisions of above actions shall be subject to final approval by the City Council. Passed this 9th day of January, 1984.
