HomeMy WebLinkAboutResolution 83-10RESOLUTION 83-10 BEING A RESOLUTION IN OPPOSITION TO BOTH UNITED STATES SENATE BILL S,66 t'THE CABLE TELECOMMUNICATIONS ACT OF 1983t', AND A PROPOSED COMPROMISE BETWEEN THE NATIONAL LEAGUE OF CITIES AND THE NATIONAL CABLE TELEVISION ASSOCIATION WHEREAS, the City of Columbia Heights working with the City of Hilltop and a Citizen Advisory Committee explored thoroughly over a four year period the subject of cable communications; and, WHEREAS, such efforts included a needs assessment reflecting desires of the residents of the cities of Columbia Heights and Hilltop; and, WHEREAS, such efforts resulted in a franchise ordinance and a request for proposal from firms offering cable communication services; and, WHEREAS, such efforts further resulted in the award of a franchise to Group W Cable to provide cable con~unication services in the cities of Columbia Heights and Hil]top under terms mutually agreed to by the cities and Group W Cable; and, WHEREAS, Senate file S.66 and the proposed compromise between the National League of Cities and the N.C.T.A. would negate much of the efforts put forth by the cities of Columbia Heights and Hilltop in developing, awarding, and overseeing the installation of a cable communications franchise designed to specifically meet the needs and desires of the citizens of Columbia Heights and Hilltop. Among other things, the proposed legislation, including the NLC/NCTA compromise would significantly reduce the ability of the citizens of Columbia Heights and Hilltop to consider other providers of cable com- munication services at the completion of presently agreed to franchise termination dates, and to regulate rates and fees charged by Group W Cable as provided for in our present franchise agreement. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Columbia Heights expresses its opposition to S.66 and the NLC/NCTA compromise and officially asks our congressional delegation to work to defeat S.66 and the NLC/NCTA compromise.
