BE IT RESOLVED, by the Council of the city of Columbia Heights, Anoka County, Minnesota as fo!!o%.~s: WHEREAS, the Minnesota State Aid Street A!lotm~ent, is allocated to municipalities on the basis of the 1960 Decennial Census; and WP~E~AS, the State Legislature authorized a special census for the City of Columbia Heights in 1965; and WHEREAS, the population of the City of Co!~mb~i$ Heights increased from 17,533 in 1960, to 23,283 in 1965; and WkqEREAS, it is unjust and inequitable to base the State Aid Street Allotment on the outdated !960 Census; and WHE~EAS, a bill has been introduced in the Minnesota House of Representatives, presently designated as House File Iqo. 377, which bill would amend ~.[innesota Statute 162.09 subdivision 4, to permit the use of the 1955 ,special census in determining State Aid Street Allotment. Columbia Heights, Minn. 55421 Dear Sir: Re: Amendin~ the Law for State Aid Street Allotment As you know, the State Aid Street allotment is based on the decennial census according to the State Aid Statutes 162.09 Sub- division 4. i feel that as the original intent of the law was to allocate State Aid monies on the basis of the population, we should make an effort to get the law amended so that the apportionment is based on any legally held census. A number of the communities around the metropolitan areas had their census taken in 1965, and if a State law is amended so that they can use the new 1965 census, their State Aid allotment would substantially be increased. I have come to know that there has been a bill introduced in the House to amend the law to that effect by Keefe, Morlock, Munger, A. Shumann and Fillers. The assigned House File number is 377 and this has been already referred to the Highway Committee in the House. The City Council of Frid!ey has passed a Resolution on February 6, 1967, a copy of which is attached herewith, to support this bill. ~e_w_o~_ll_d appreciate if your governing bo_~dwould also pass a similar Resolution in support of this bill, and also approach your local State Representative in this regard.
