AND O.A.S.D.I., end OPPOSING CERTAIN Ai,~NDiNG PROVISIONS OP T}i P.E.R.A. ?Z~AEAS, the Public Employees Retirement Association program fails to acknowledge and provide for mobi!i%y in employment, which mobility is a major characteristic of contemporary society, and therefore, the retire- men% program operates against the recruitment of qualified personnel into the field of local government in the State of L1innesota; and ?[P~_R_EAS, the coordination of P.E.R.A. with the Social Security program would permit mobi!i%y in employment without the loss of retirement credits earned while in municipal employ, and further adequate death and disability provisions to protect the family of the municipal employee; and i. ZCEP. EAS, since the benefit payments under 'the Social Security program are not fully funded by e~'~?!oyee and. employer contributions, and 'this deficit is made up through general taxation, the municipal employee is forced to contribute to the maintenance of a program from which he derives no benefice and ?2-r~.p~As, experience with other retirement funds with excessive deficits indicates that, when such funds were coordinated with O.A.S.D.i., 'the deficits were substantially reduced over time; and ?[P~AS, both 'the League of .i'iinnesota L, lunicipalities and the Hennepin County League of [,~lunicipa!ities have adopted resolutions calling for the coordination of P.E.R.A. with O.A.S.D.!.; and ?~P~AS, the inclusion of an option feature in such legislation which would permit current employees to select the retirement program most beneficial to the individual would meet th~ dictates of equity constantly sought by government: hOlT, T5~REPOPS, BZ IT P~n-.SOL~.~D by the City Council of the City of Columbia Heights as follows: t. The City Council endorses and supports the proposal for coordin- ation ef P.E.R.A. and O.A.S.D.!. embodied in Senate Pile 127 and House Pile 263, and hereby urges the representatives of the 57t1~_, 57A, 32nd and 32B Districts, 'ho work for the adoption of this legislation. For the Reasons sat out above, the City Council opposes any leg- islation which would perpetuate the present philosophy and program of the Public Employees RetirementhAssociation, especially the proposal embodied in Ylousa Pile 187 which would remove the limit- etlon on individual salary deductions, and the representativ4s of the citizens of Columbia Pieights are urged to oppose and. work for 'the defeat of such proposals. 3. The Clerk is herewith instructed to distribute copies of this res- olution to 'the Governor of the State of Minnesota, representatives of the above Districts and members of 'the legislative committees concerned ~,~ith the subject legislation.
