By the City Council of the City of Columbia Heights, that whereas:
WARREN A. ARMSTRONG, has dedicated six years of conscientious service as
Mayor of our cnmmunity, and whereas:
The City has grown from 17,000 to over 23,000 citizens and experienced
development of a well-ordered nature during his tenure of office, some
of which are:
Endorsing a park expansion program assuring park facilities for all
sections of the City.
Instituting a 24 hour emergency dispatcher service for Police, ,
and First Aid. Fire

Completing and adopting a city-wide zoning plan in accordance with a
comprhensive land use Study.
Approving a street lighting rejuvenation program resulting in recog-
nition as the best street lighted city in Minnesota.
Building a public library and laying the groundwork for future expansion
thereof.
Inaugurating a post card notification procedure on public hearings in
additmon to legal publications.
Ratifying the water supply contract with the City of Minneapolis,
assuring our citizens of a perpetual reliable water supply storage
facility.
Initiating a long range storm sewer program in anticipation of future
needs.
9. Studying the various problems incumbent upon a community experiencing
fast growth and undertaking the actions necessary for their solution.
NOW THEREFORE
BE IT RESOLVED
That in recognition of his dedicated service to the City of Columbia Heights,
Mayor Warren A. Armstrong, be presented with an appropriate plaque in
appreciation thereof.
