HomeMy WebLinkAboutResolution 45-29R E S 0 LOJ T I 0 N ~--~ A RESOLUTION CREATING A BAND BOARD FOR THE CITY OF COLUMBIA HEIGHTS AND PRESCRIBING CERTAIN DUTIES AND FUNCTIONS BE IT HEREBY RESOLVED BY THE CiTY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS: Section 1. That there is her~eby established for ~he City of Col'Gmbia Heights a Band Board to be known as the Columbia Heights Band Board. Section 2. Appointment and Personnel. The said Columbia Heights Band Board shall consist of 8 members. The Director, the high school Principal and three ad- ditional members, to be chosen by the City Council for the terms of one, two and three years respectively, all of whom shall be residents of the City of Columbia Heights and serve without _compensation. Vacancies created by termination of office, removal from ~he city, resigna- tion or otherwise shall also be filled by ~he City Council. Section 3. Band Board May Acquire and Hold Property Subject to the Approval of the City Council. Said Band Board shall be authorized and empowered, for ar~!on be- half of and in the name of the City of Columbia Heights, to acquire by gift, purchase or lease, musical instruments, publications, books, music, uniforms and other materials incidental to the Municipal Band. Section 4. _Powers and Duties. The Band Board shall have exclusive control and supervision over all equipment and proper~y used by the Band. It shall recommend to the City Council the purchase of new equipment. It shall have exclusive control and supervision over the training and operation of the Municipal Band. It shall make such reason- able rules and regulations as i~ may deem proper and set up qualifications for the members ~of the Municipal Band. It shall~ have authority to appoint such new members as it may deem fit~ and it may discharge or suspend such members as it deems unqualified or unfit for membership in the band. It shall be charged with the responsibility for the conduct of the members of the band during' the times in which said band performs. Section 5. Receipts to be Turned Over to City Treasurer. All monies rec-eived by the Band Board or it s members in its administration of any of the property or equipment under its Jurisdiction shall be turned over to the City Treasurer at least once a year, and shall be placed by said City Treasurer in the Band Fund and no monies placed in said Band Fund shall be transferred to any other Fund by the City Council. Section 8. Annual Audit and Budget. The Band Board shall keep such books and records of accounts as are necessary for the proper recording of its financial activities. It shall cause an audit of its accounts and records to be made at the same time as the City Audit which audit shall be submitted to the City Council. Dur- ing the month of July of each year said Band Board shall submit to the City Council at a regular meeting thereof a proposed budget showing its estimated financial re- quirements for the ensuing fiscal year. Section ?. Payments of Claims. All claims and all bills incurred by the said Band Board when endorsed as hereinbefore provided shall be presented to the City Council for payment and be paid in the same manner as other claims against ~he City are paid.
