WHEREAS, in this war we have a national emergency
existing affecting the very lives of every American citi-
zen and an emergency of utmost importance to Democratic
peoples all over the world;
WHEREAS, in this emergency there ia an acute
shortage of materials necessary and vital to promote the
war effort and materials necessary to furnish the guns,
tanks, and ships necessary in the war effort;
WHEREAS, there is in the city of Columbia Heights
certain scrap materials located on city property that are
very much needed to fulE£tl the shortage of materials in
the war effort; ,
WHEREAS, certain accredited persons have appealed
to the city council to use these materials in the war ef-
fort in the service of our country; ~
NOWRT~EREFORE BE IT RESOLVED that the city manager
is hereby authorized and instructed to permit such accredited
persons to take the aforementioned materials located on city
property without charge to be used in the service off our
'country, It is further resolved that any expenses incurred
by said parties in connection with such disposal and removal
is to be borne by said accredited persons making said request.
Further that said city property is not to be damaged or left
in a depleted condition because of such removal. Further
that the said removal shall be subject to and under the pro-
tection of the city manager,
