The City Manager i~ in the proce.s~ of pmpa~g a proposed budget for 1995, and
The the 199~ Audit Report Management Letter shows an increase in property
ts.xes paid (budgeted for 1994) by the property mx payers of Columbia for
municipal purposes to have increased by 2.5.79% from 1991 - 1994 (not counting
State credits, fiscal disparities, or the H.R.A. levy), and
WHEREAS,' The General Fund of the City was underspent by $513,754.00 in 1993, and
WHEREAS, The City Council is concerned with the significant increase in property taxes paid
by its citizens for municipal purposes, and
WHEREAS, It is fiscally responsible for the City Council to provide the City Manager with
budgetary guidelines.
NOW TI~R~O~ BE 1T RESOL~ BY THE C1TY COUNCIL, That the City Manager
is directed to prepare a budget for 1995 that, except for increases in proposed
expenditures for the Sheffield project, will not increase the pwtm'ty laxes to be
paid by property owners for municipal services over that which they were required
to pay in 1994.
