HomeMy WebLinkAboutResolution 93-55  RESOLUTION NO. 93-55 ~ ~ W/~erea~, unfunded ~da~s on 1~1 ~ve~ent have in~s~ si~fi~nfly in ~ ~ ~nty~; ~ ~ W~~, fede~l and s~ ~n~s do not ~nsider 1~ ~~ces, ~s~, or ~  ~pa~, and subje~ ~es ~ ~l or ~mln~ ~l~es for non~mplian~; W/~erea~, federal and state mandates require compliance regardless of other press- lng local needs and priorities affecting the health, welfare, and safety of citizens; WAereo#, federal and state burdens on local governments force cities to impose a combination of higher local taxes and fees on local taxpayers and/or reduce local services to citizens; W~ereas, federal and state mandates are often inflexible, 'one-size-fits-all' require- ments with unrealistic time frames and overly specific and inflexible procedures where less costly alternatives may be just as effective; Whereas, the cumulative impact of these laws and rules directly affect the citizens of our cities; and Whereas, the League of Minnesota Cities, in collaboration with the National League of Cities, seeks to help citizens understand and then help encourage law- makers to reduce the burden and inflexibility of unfunded msndates, beginning with a National Unfunded Mandates Day on October o.7, 1993; ~Vow, gherefore, l~e ~g re#olved that the City of COLUMB IA HEIGHTS endorses the League's efforts and those of the Nations] League of Cities and will fully inform our citizens about the impact of state federal znandates on our local spending and taxes; Be ~tf~het're#olve~thatthe Cityof COLUMBIA HEIGHTS endorses this year of mandate awareness, beginning on October 27 by informing and working with members of our Congressiona] delegation and our state legisla- tors to educate them about the impact of federa]..an, d state mandates and the ac- tions necessary to reduce these burdens on our c~tizens. f Passed the 25th day of Oct 1 Seconded by: Clerkin A11 ayes Du,, ,-,~.~y., ~...~,~yu,(/ Roll Call: /~ --
