PUBLIC IMPROVEMENT HEARING - 1996 STREET SEALCOAT PROJECT Presentation of Information by Sta~ City Manager Winson advised the Council that the street sealcoating project is being done in Zone I. Zone I is bounded by Central Avenue Northeast on the west, 37th Avenue Northeast on the south, Reservoir Boulevard on the east, and 47th Avenue Northeast on the north. The notice of the public hearing was published in the Focus Newspaper on April 18, 1996 and April 25, 1996 editions. The proposed assessment period is for one year. The City Manager advised that the streets not included in the sealcoat project are scheduled for rehabilitation or other improvements. The sealcoating process was explained by the City Manager. He noted that sealcoating provides a protective surface for the street. Sealcoats provide little structural strength to the pavement, yet timely sealcoating can double the useful life of a street. The City's policy is to sealcoat every eight years. Sealcoating is usually done between July 15th and August 15th. The actual procedure generally takes about one week for the area proposed. Signs will be posted the day before a particular street is sealcoated as a reminder not to park on the street the next day. They will be closed approximately one hour during the sealcoating operation. The City Manager reviewed the estimated costs for the sealcoat project. The estimate for the total project is $102,474.31 which includes engineering costs and administrative costs. It is the City's policy to pay these two costs which would reduce the total estimated costs to $84,314.31. PUBLIC IMPROVEMENT HEARING APRIL 29, 1996 PAGE 2 Ce The estimated assessable street foot is $1.95 and the estimated assessable avenue foot is 65 cents. It is anticipated that the actual costs will come in lower than the estimates. If they come in ten percent higher the public hearing will be re-opened. Questions and Comments on Pro4ect A resident inquired if there could be consideration of reducing the interest rate from 9 1/2% to something lower. Mayor Sturdevant advised this is being considered by the Council. Roll call: All ayes Councilmember Jolly inquired if any consideration has been given to joint efforts with other municipalities on the sealcoat of border streets involved with this project. The City Manager responded he will pursue this as there could be cost savings realized. Councilmember Jolly reflected on the current high costs associated with oil and how these costs may affect this project. The City Manager was aware of this concern and advised the estimate is typically high to take care of this type of matter. Consideration of Resolution No. 96-47 Being a Resolutio~ Ordering Improvements Motion by Ruettimann, second by Peterson to waive the reading of the resolution there being ample copies available for the public. Q N NO. 96 - 47 BEING A RESOLUTION ORDERING IMPROVEMENTS PUBLIC IMPROVEMENT HEARING APRIL 29, 1996 PAGE 3 BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights on the 11th day of March, 1996 ordered notice of a hearing to be given to property owners, and WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council Meeting on the 29th day of April, 1996, and WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. NOW, THEREFORE, IT IS HEREBY RESOLVED: 1. That the location and extent of such improvements is as follows: Sealcoating all bituminous City streets in Zone i listed below. Zone 1 bounded by Central Avenue N.E. on the west, 37th Avenue N.E. on the south, Reservoir Blvd on the east and 47th Avenue N.E. on the north. PUBLIC IMPROVEMENT HEARING APRIL 29, 1996 PAGE 4 e That the materials to be used are as follows: Miscellaneous concrete curb and gutter repair, bituminous patching, asphalt emulsion and seal coat aggregate. That a careful estimate of the cost of the improvements has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improvements, whichbedeemed benefited thereby, were properly notified of said hearings, and That the City Manager shall also list the names and owners of the several parcels so improved as nearly as can be ascertained. That the City Manager shall proceed with taking of bids for the improvements, or portions of the improvements as stated herein. These improvements shall also be known as P.I.R. $915 - Project 9601. If the cost, after receiving the bids, exceeds 10% of the estimate, the public hearing will be reopened. That the policy would be that administrative and engineering costs will not be part of the assessment but will be paid by the City. Passed this 29th day of April, 1996. The City Manager responded that City crews will be patching one of these alleys as they have done in the past. PUBLIC IMPROVEMENT HEARING APRIL 29, 1996 PAGE 5 Regarding improving the raw alley, there must be a petition from the affected property owners requesting this improvement as it is an assessable project. The City Manager stated this alley was not included in the project as it was viewed as a potential burden for the property owners.
