TRUTH IN TAXATION HEARING
DECEMBER l, 1.993
The Truth in Taxation Hearing was called to order at 7:00 p.m. by
Mayor Murzyn.

PURPOSE OF MEETING
To consider the 1994 budget, and establish t:ax levies
PRESENTATION OF INFORMATION
The City Manager reviewed the budget preparation process. He
specifically addressed the City tax relative to other taxing
entities, the overall budget, the impact the proposed tax will
have on properties, and tax supported funds which are the
General Fund and the Library Fund.
It was noted that no HRA budget information was ]ncluded in
the material being presented at this meeting. It is
anticipated this budget will be approximately $71~000.
An inquiry was made regarding the number of sworn officers and
squad cars there are in the City's Police Department. There
are twenty-two sworn officers and ten squad cars.
It was noted this exceeds the standard of one sworn officer to
i :00O population Some residents were of the opinion that
number of officers and squad cars should be increased.
The proposed elimination of the hiring of one police officer
was questioned by a resident . Count] ]member P, uettimann a(~v5 sec]
]t is not the intention to eliminate thls hire but rather
wa~t until the results of a grant application w~re kn~"~wn. A
grant was submitted for funding for two officers for three
years. He noted that t~e budget ll/dy need t~0 be amended

increase to hire additional police officers, the cost savings
realized by the Volunteer Coordinator !)os] ti~)n: and t}'~e
proposed increase ]n the Capital Equipment Replacement Fund.

Motion by Ruettimann, second by Peterson ~o clo:~e the P~b]ic
Hea'ring and establish December 8, 1993 at 8:00 p.m. for a
meeting to consider final adoption of the 1994 budget. Ro]i
