BOARD OF REVIEW
APRIL 15, 1~91
Mayor Carlson called the Board of Review to order at 7:30 p.m..
1. ROLL CALL
Nawrockl, Clerkin, Ruettimann, Paterson, Carlson - present
2. PURPOSE OF THE BOARD OF REVIEW
To review property valuations as of January 2, 1991, and to hear appeals
from ~itizens who feel aggrieved or have questions regarding property
valuations.
3.1NTRODUCTIONS
Mayor Carlson introduced Stuart Anderson, City Manager, Ed Thurston, Anoka
County Chief Appraiser and Carrol McCain, Anoka County Appraiser.
The City Manager advised that Columbia Heights contracts with Anoka County
for assessing and appraising services.
4. QUESTIONS AND ANSWERS REGARDING PROPERTY VALUATION5
a. 4111 Fifth Street - Matthew Rodman
This property owner did not stay for the Board of Review, but contacted the
appraiser before the meeting. She will meet with him at his home tomorrow.
b. 4445 2½ Street - EIdon Krueger
This property is a duplex. The owner requested McCaln contact him to set up
an appointment to view the property.
c. 4321 Fifth Street - Harold Holum
Mr. Holum indicated he had spoken to the appraiser and received a response
to his question.
d. Leland Stauch - Apartment Building Owner
Before the Board of Review, Mr. Stauch had spoken to the appraiser regarding
the valuations being placed on his buildings. He felt they were too high.
Although she does not deal directly with apartment building valuations, McCain
advised there is a study being done on his type of building. This study is
being done in response to some of the concerns expressed by other apartment
building owners. The buildings, in the area were viewed in !~85 and again
in 1989.
e. 4025 University Avenue - Janet Ridler
This owner feels taxes in the City are high. She was in attendance to listen
to the discussions.
f. 4070 Maureen Drive - C. Marvin Bedard
The taxes on this property had increased by $192. The unit is located in the
University Heights development. Members of the University Heights Association
had been encouraged to attend the Board of Review.
McCain advised those property owners whose taxes had risen in excess of ten

percent they can file for a rebate. The form for filing is available at any
location where income tax forms are available.
g. 4141 Third Street - Mary Mastro
This property is located in University Heights. Ms. Mastro was encouraged
to fill out the form for taxes which had increased more than ten percent.
h. 4111 Third Street - Goodwin Anderson
This property is located in University Heights. The property value went up
from $46,900 to $4~,700.
McCain explained sales ratios and how they apply to market value. ~3.3~ is
carried on University Heights. ~4.7~ is the City wide sales ratio.
i. Martha Lahti - Former Apartment Building Owner
Ms. Lahti stated she recently sold some apartment buildings she owned which
were located east of Central Avenue. The values placed on these buildings
were each $8,000 higher than her selling price. Ms. Lahti suggested that
the attitudes in the City regarding rental property in the area near the
buildings she formerly owned reflected negatively on the properties. She
also felt some of the requirements of the Housing Maintenance Code were
not necessary. Council member Ruettimann stated that some of these require-
ments were mandated by the State Fir'e Code.
j. 4457 2½ Street - Andrew Yantos
Mr. Yantos' concern had been taken care of by McCain before the Board of
Review.
k. 4748 Fourth Street - Anthony Kaczor
This property had been viewed for the last two years by an appraiser other
than McCain at Mr..Kaczor's request. Mr. Kaczor felt his property value was
too high given the location of it behind a retail store, the poor condition
of his alley and the rising crime rate in bis neighborhood. He also felt
the property next door to his devalued his property and that his property
is responsible for keeping up the values in the area.
1. 4357 Main Street - Val Walters
This property owner spoke to McCain before the Bomrd of Review and settled
her problem.
m. 4105 Monroe Street - Adellne Shuma
This home is a rental property. Ms. Shuma feels that non-homesteaded property
taxes are too high. -.
~. 4556 Tyler Street - Daniel Larson
Mr. Larson purchased this apartment building in January of l~l. He purchased
the building and its furnishings for less than the value on the building.
He had contacted the Anoka County appraiser's office and was told that was
the value. Thurston recommended that Mr. Larson meet with a County representative.
o. 4070 Maureen Drive - Bernice Wenzel
Ms. Wenzel received an explanation regarding her valuation earlier in the
evening from McCain.

p. 406t Haureen Drive - Gordon Baker
The value on this property had increased $3,500 in the last year. Thurston
advised that the value of condos had increased based in higher sale prices
as reflected by recent sales. He noted there are two types of buildings
in the Universlty Heights development; condos and townhouses. He felt the
value this year now more closely reflects the purchase price in 1987.

HcCain addressed Hs. Woods' concerns before the Board of Review,
r. 401 41st Avenue - William Henschel
Hr. Henschel had a market analysis of his property done in 1990. He felt
the analysis was closer to the actual market value in 1990 than it is
~OW.
HeCain advised il)at Mr. Henschel~s area had been viewed this year. Ramblers
had increased in value about two precent. Hr. Henschel has a rambler. She
also advised that his lot went up in value $I,000.
s. 4220 Jackson Street - George Haluska
Mr. Haluska is representing his daughter who owns the property. He stated
that the value has increased $2,000 each year for the last three years.
HcCaim advised that another appraiser will view the property.
1213 42nd Avenue - Helen Kocur
A letter was received from Ms. Kocur stating that she disagrees with the
value put on her property. She noted that the value goes up and down.
She also had questions regarding the devaluing of buildings in the downtown
area.

931 44th Avenue (Olson Plumbing) - Vern Olson
6. CONTINUATION
Motion by Nawrocki, second by Paterson to continue the Board of Review meeting
to Tuesday, April 23, 1991 at 7:00 p.m. for the purpose of hearing additional
information Kegarding only those property values appealed and discussed on
April 15, 1991, and to consider adoption of the 1991 Property Assessment Rolls.
