HomeMy WebLinkAboutApril 23, 1991OFFICIAL PROCEEDINGS CONTINUED BOARD OF REVIEW APRIL 23, 1991 The Continued Board of Review was called back to order by Mayor Carlson at 7:02 p.m.. 1. ROLL CALL Nawrocki, Clerkin, Ruettimann, Peterson, Carlson - present 2. APPOINTMENT OF SECRETARY PRO-TEM Motion by Nawrocki, second by Clerkin to appoint Fred Salsbury as Secretary Pro-Tem. Roll call: All ayes 3. PRESENTATION OF INFORMATION BY STAFF REGARDING VALUATIONS Carrol McCain, Anoka County Appraiser, advised the Council that twenty-three property owners had signed in at the Board of Review on April 15, 1991. She stated that this point in time, the disposition of only four properties had not been settled. The properties at 4445 2½ Street and 4457 2½ Street will be viewed as their owners had requested reviewals. McCain distributed information regarding reviewal changes for the following properties: 4321 Fifth Street - Harold Hoium: A correction of the land value was made do the land is valued at $29,700 from $36,000. 4556 Tyler Street - Daniel Larson - Apartment Owner: The value on this building was lowered from $167,600 to $150,500. This building was pur- chased recently for $160,000. Part of the purchase price included its furnishings. 212 40th Avenue - Betty Woods: This property was inherited and had not been viewed for many years. It had been receiving an arbitrary value for some time. It has been viewed and the value was decreased from $66,900 to $54,200. 4220 Jackson Street - Carol Jean Johnson: This property was viewed on April 19th and the value was adjusted down from $72,000 to $71,200. Comparable properties were viewed to support this adjustmant. None of the other properties which had been included on the list of the April 15th Board of Review were addressed. Councilmember Na~rocki felt all of the properties should be responded to at this Board of Review as it is the responsibility of the Board of Review participants to address each property in question. Motion by Nawrocki to recess this hearing until i'nformation on the rest of the properties on the list are forthcoming. Ed Thurston, Anoka County Appraiser, noted that some of the property owners on the list did not attend the Board of Review to speak. He felt it was their intention to attend the Board of Review only so they could secure their right to attend the Couoty's Board of Equalization. Continued Board of Review April 23, 199l page 2 Motion dies for .]ack of a second. Councilmember Nawrocki observed that to appeal one's valuation he must have something to appeal "from". He felt that since the County assessors did not respond to all of those p~operties which were in ques£ion at the April 15th Board of Review the Council could not logically respond. McCain felt that many of those property owners who attend the April 15th Board of Review were concerned about taxes rather than valuations. Thurston noted that many in attendance also were not requesting changes in their values but want to be on record as having been in attendance. It was noted that many problems are solved'via phone calls to the County Assessor's before the Board of Review. Councilmember Nawrocki's concern dealt with fair treatment for all of those who had concerns with their valuations. He felt that any changes which are being made to valuations should be brought to the attention of the City Council. The Mayor concurred with Councilmember Nawrocki and requested that the Council receive more definitive answers than that the property owner had secured his right to appear at the Board of Equalization. Motion by Carlson to approve the four properties as listed by McCain. Motion was withdrawn. Councilmember Nawrocki noted that the minutes of the April 15th Board of Review included in a motion that only the properties discussed at that meeting would be considered. He stated that this was not part of the motion. Thurston advised that values can be lowered, not more than one percent of the whole City value, by the Board of Review. Mayor Carlson noted that in prior years a phone call was sufficient to preserve a property owner's right to go on to the Board of Equalization. Motion by Nawrocki, second by Clerkin to continue this hearing until Monday, April 29, 1991 at 6:30 p.m. in the Council Chambers. Roll call: All ayes Councilmember Nawrocki inquired if Thurston had the total valuation of the City. Thurston will supply this information at the Continued Board of Review on April 29th. _
