SPECIAL COUNCIL MEETING
MAY 21, 1991
Mayor Carlson called the Special Council Meeting to order at 7:30 p.m..
1. ROLL CALL
Nawrocki, Clerkin, Ruettimann, Paterson, Carlson - present
2. PURPOSE OF MEETING
To consider motions and resolutions for the Minnesota Department of Trans-
portation regarding the following:
Milling and overlay of Central Avenue from 45th to 51½ Avenue and the
construction of the widening of Central Avenue from about 51½ to 53rd
Avenues, adding turn lanes, and
Traffic signals from 40th Avenue north
PRESENTATION BY STAFF
Staff explained that portions of the projects had been addressed and acted
upon by the Council at previous meetings. It was noted that because of very
poor communication and coordination between MnOOT's Design Division and
Traffic Division information provided to Columbia Heights staff was not
correct.
The Public Works Director explained all of the features of the projects.
He reviewed the costs and the sources of funding for the costs, it was
noted that some of the funding will be coming from the cities of Hilltop
and Fridley and some of the funding will be coming from state aid and county
aid monies.
Drawings of the proposed construction and signalization were reviewed,

To correct the previous actions taken by the Council regarding these projects
staff is recommending rescinding previous actions and adopting six motions and
five resolutions.

Motion by Clerkin, second by Paterson to reconsider Resolution No~ 91-18.

c. Reconsideration of Motion of March 25, 1991 Regarding Funds
Motion by Peterson, second by Clerkin to reconsider the action taken by
the Council on March 25, 1991 regarding funds for signal installations.

25, 1991, pertaining to expenditure of funds not to exceed $17,749.57 for

Signal Construction on Highway 65

RESOLUTION NO. 91-26
AUTHORIZING THE CITY OF COLUMBIA HEIGHTS TO ENTER INTO AGREEMENT NO, 682q3
SIGNAL CONSTROCTION ON TRUNK HIGHWAY #65
WHEREAS, it has been deemed advisable and necessary for the City of Columbia
Heights to participate in a s(gnal construction project as follows:
To remove the existing traffic control signals end install new traffic signals
with street lights and signing on Trunk Highway No. 65 (Central Avenue) at 4$th
Avenue Northeast, County State Aid Highway No. 4 (49th Avenue Northeast), and
at 52nd Avenue Northeast-Commercial Entrance; remove the existing traffic
control signal and install a new traffic control signal with street lights,
emergency vehicle pre-emption and signing on Trunk Highway No. 65 (Central
Avenue) at 53rd Avenue Northeast; and install interconnect on Trunk Highway
No. 65 (Central Avenue) from 45th Avenue Northeast to 53rd Avenue Northeast,
and
WHEREAS, the City agrees to the terms and conditions set forth and contained in
Agreement No. 68243.
NOW, THEREFORE, BE IT RESOLVED by the City Council of Columbia Heights;
That the City enter into Agreement No. 68243 with the State of Minnesota,
Deparzment of Transportation and that the Mayor and City Manager be authorized
to execute the agreement.

RESOLUTION NO. 91-27
AUTHORIZING THE USE OF MUNICIPAL STATE AID FUNDS ON T.H. 65 SIGNAL PROJECT AT
53RD AVENUE NORTHEAST
WHEREAS, it has been deemed advisable and necessary for the City of Columbia
Heights to participate in the cost of a signal construction project located on
T.H. No. 65 within the limits of said municipality; and
WHEREAS, said construction project has been approved by the Commissioner of
Transportation and identified in his records as $.P, No. 207-54,;
NOW, THEREFORE, BE IT RESOLVED by the City Council of Columbia Heights:
That we do hereby appropriate from our Municipal State Aid Street Funds the
sum of $1,452.24 to apply toward the construction of said project and request
the Commissioner of Transportation to approve this authorization.

Motion by Paterson, second by Ruettimann to authorize expenditures in MnDot
Agreement No. 68243 to be made out of Municipal State Aid Maintenance Funds
not covered by Municipal State Aid System Off-systems construction funds.

Heights to parcipate in a construction project located on T.H. No. 65 within
the limits of said municipality; and
WHEREAS, the City shall provide payment to the State for the City's share of the
cost of the walk and pavement marking construction to be performed at the Trunk
Highway No. 65 (Central Avenue Northeast) - 53rd Avenue Northeast intersection
within the corporate City limits,
NOW, THEREFORE, BE IT RESOLVED by the City Council of Columbia Heights)
That the City enter into Agreement No. 6B1)6 with the State of Minnesota,
Department of Transportation and that the Mayor and City Manager be authorized
to execute the agreement.

Motion by Ruettimann, second by Peterson to waive the reading of the resolution

RESOLUTION NO. 91-29
AUTHORZING THE CITY TO CONTRIBUTE THE APPROPRIATE SUM FOR THE CITY'S SHARE
OF THE CONSTRUCTION COST
WHEREAS, it has been deemed advisable and necessary for the City of Columbia
Heights to participate in the cost of a construction project located on T.H.
No. 65 from 45th Avenue N.E. to 53rd Avenue N.E.; and
WHEREAS, said construction project has been designated as State Project No.
0207-54, State Aid Projects No. 113-010-05, 113-118-01 and in the records
of the Federal Highway Administration as Mn Project HES 005-2(97); and
WHEREAS, said construction project'consists of bituminous milling and resurfacing
turn lane, strom sewer, walk, curb and gutter, pavement marking and traffic
signal construction and other associated construction; and
WHEREAS, the City is required to pay for a portion of the concrete walk, special
walk, pavement marking and other associated construction as set forth in
Schedule "1"
NOW, THEREFORE, BE IT RESOLVED by the City Council of Columbia Heights;
That we do hereby contribute the City's appropriate share for the construction.

WHEREAS, it has been deemed advisable and necessary for the City of Columbia
Heights to participate in the cost of a construction project located on T.H.
No. 65 within the limits of said municipality; and
WHEREAS, said construction project has been approved by the Commissioner of
Transportation and identified in his records as S.P. No. 207-54
NOW, THEREFORE, BE IT RESOLVED by the City Council of Columbia Heights;
That we do hereby appropriate from our Municipal State Aid Street Funds the sum
of $17,719.96 to apply toward the construction of said project and request the
Commissioner of Transportation to approve this authorization.
