CONTINUED SPECIAL COUNCIL MEETING
JANUARY 30, 1990
Mayor Carlson called the January 29, 1990 recessed Special Council Meeting
to order by 9:04 p.m.
This meeting was preceeded by a Council Work Session where the fees for solid
waste disposal were discussed.
I. Ordinances and Resolutions
a. Resolution Establishing Rates for Refuse and Yard Waste Collection Services
Provided by Waste Management
It was determined that this resolution needed some additional adjusting. The
resolution will be on the February 5th Council meeting agenda.
b. Resolution No. 90-07; Being a Resolution Establishing User Charges for Refuse,
Yard Waste, and Recycling Services
Motion by Nawrocki, second by Carlson to waive the reading of the resolution
there being ample copies available to the public. Roll call: All ayes
RESOLUTION NO. 90-07
BEING A RESOLUTION ESTABLISHING REFUSE, YARD WASTE, AND RECYCLING SERVICE
RATES
WHEREAS, Ordinance No. 853, City Code of 1977 (as amended), pertaining to Garbage
and Rubbish Service provides for the setting of appropriate rates for the services
rendered, and
WHEREAS, the City awarded a two-year contract to Waste Management-Blaine, to pro-
vide refuse collection service in the City of Columbia Heights, and
WHEREAS, the contract allows for a rate adjustment in the second year based on
increases in landfill fees, and
WHEREAS, based on an increase in landfill fees such rates have been adjusted;
NOW, THEREFORE, BE IT RESOLVED that the following monthly Refuse Service Rates
be adopted and put into effect as of January 1, 1990, on all billings rendered
thereafter.
*RESIDENTIAL SERVICE
Private Residences - One Pickup Per Week
(and per unit in additional dwelling units of two
and three family buildings) with one pickup per week
$15.70
Senior Citizens - One Pickup Per Week
as defined by Council Resolution establishing eligibility
$11.79
*Any additional yard waste disposal costs incurred by the City
will be passed d~rectly onto the residents. Sales taxes on-muni-
cipal solid waste, currently 6%, will be added to the above rates.

*Any additional yard waste disposal costs incurred by the City will be
passed onto multiple dwelling service. Sales tax on municipal solid waste,
currently 6%, will be added to the above rates.
BE IT FURTHER RESOLVED that all the foregoing rates are established in order to
meet the additional cost to the City of Columbia Heights for the respective services.
Passed this 30th day of January, 1990.

Councilmember Nawrocki requested that the City Manager draft a short notice to
be inserted into the utility bills explaining the rate increase. He felt it
should be noted on the notice that this was done at the request of the Mayor
and the City Council.
