The Speclal Council Heating was called to order by Mayor Carlson at 6':30 p.m..

PURPOSE OF HEETING
To consider a resolutlon establishing rates for refuse, recycling, end yard
waste collectlon provided by Waste Management-Blelne.
The City Attorney presented Information regarding the resol.utlon end the agreement.
The agreement addressed the resolv1'ng of any prior disputes between the City
and Waste Management-Blalne. All of the prior unknowns have been removed from
by the agreement and the specifics have been put In by virtue of the.passage of
the resolution.
The City Attorney noted that money Is owed to Waste Management-Blaine from Janu-
ary l.of thls year to the present date as there was no agreement In place at
this time. The only unknown ls the volume whlch-wlil only be determlned at
the time of the tipping at a landfill.
The Recycling Coordinator also noted that the yard waste fees are also owlng.
Councilmamber Nawrocki recommended that the sentence pertaining to eddltl°nal
charges being passed on to residents be deleted from the resolution.
PASSAGE OF THE RESOLUTION
Cctuncllmember Nawrockl suggested that the resolutlon should be adopted subject
to a hold harmless agreement being properi:y executed between the Clty of Col-
umbia Helghts and Waste Management-Blalne. Ail members of the ¢ouncll' agreed
with thls suggestion.

*In addition Vaste Manasement - Blaine, upon presentation of verifiable veliht
tickets list~ng truck number, shall be paid at the rate of $42.98 per ton for
residential refuse disposed after January l, 1990. Additional yard waste disposal
costs vail be paid upon the presentation of veisht tickets to the City by Waste
Management-Blaine, and viii be paid at the lowest compost tipp~nS rate available
at Bunker Hills, Line Lakes, or lamsey Landfill.

~E IT FURTHER RESOLVED that all the afore~oing rates are established tn order
to meet the additional cost to the City of Columbia Heights for the respective
services.
