APPOINTMENT OF SECRETARY PRO-TEM Motion by Nawrocki, second by Clerkin to appoint Bill Elrite as Secretary Pro- Tam. Roll call: All ayes ROLL CALL Nawrocki, Clerkin, Ruettimann, Peterson, Carlson - present RESIGNATION OF CITY MANAGER Mayor Carlson read the letter of resignation received from Robert Bocwinski, City Manager. The letter of resignation included five requests of the City Council. They are as follows: last day of regular employment will be August 31, 1990; Bocwinski will contract as a consultant to the City from September l, 1990 to October l, 1~90; he will be compensated for remaining vacation time as other non-union employees are compensated; and, the funds Bocwinski has in the ICMA will be transferred to his new place of employment, Streamwood, Illinois; and he will be terminated in "good standing." Motion by Nawrocki, second by Ruettimann to accept the letter of resignation effective August 31, 1990, to compensate Bob Bocwinski for remaining vacation and sick leave on the same basis as other non-union employees, that the cost of one month's health insurance be included, that the Mayor be authorized to execute the ICMA agreement, that the Mayor be authorized to work out an agreement with Bob Bocwinski to provide eighty hours of consulting time during the month of September. Roll ca11: All ayes Motion by Nawrocki, second by Ruettimann that Stuart Anderson be appointed Acting City Manager on September 1, 1990 and that Bob Bocwinski work with Anderson between this date and September and during September under the consulting agreement. Councilmember Ruettimann questioned how Stuart Anderson could fill both the position of Police Chief and Acting City Manager. Ro]l call: All ayes AUTHORIZE SEEKING OF PROPOSALS FROH RECRUITMENT CONSULTAt~TS Notion by Peterson, second by Clerkin to table this item. Roll call: Al1 ayes h3RD AVENUE RECONSTRUCTION AND S01L CONTAMINATION The City Manager reviewed the memo from the Public Works Director regarding the options available to deal with this mat:er. Mayor Carlson directed the Public Works Director £o proceed.
