HomeMy WebLinkAboutNovember 27, 1990OFFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL LEVY HEARING NOVEMBER 27, 1990 Mayor Carlson called the Levy Hearing to order at 7:30 p.m.. 1. ROLL CALL Nawrocki, Clerkin, Ruettimann, Paterson, Carlson - present 2. PURPOSE OF MEETING To establish special assessments for various public improvement projects considered to be complete and/or ready for assessment and to consider a resolution which will offically levy special assessments for Public Impro- vement Numbers 833, 866, 822, 834, 858, 868, 869 and 872. 3. PRESENTATION OF INFORMATION BY STAFF a. PIR #833, Project 8912 - Construction of 43rd Avenue from Quincy Street to Central Avenue with a recommended assessment period of 12 years at 9.5%. The Acting City Manager advised that Kraus-Anderson is paying over 86% of the costs of this project. The 1987 bond sale funds are being used for this project and when these bonds were purchased they were purchased at 9.5%. Counciimember Nawrocki noted that the actual costs for this project were $2.00 per foot less for the avenue rate and $6.00 per foot less for the street rate than staff's estimates. A resident from this area who was representing some of his neighbors stated general satisfaction with the project. b. PIR #866, Project 9001 - Sealcoat of Northeast quadrant bounded by and including 45th Avenue on the south, Stinson Boulevard on the east, the corporate limit on the north and Central Avenue on the west with a recom- mended assessment period of one year at The Acting City Manager advised that this project was less expensive this time than when it was done the last time. The resident at 2200 Highland Place felt the sealcoat project was well done but noted that there is still a "dip" in front of steps in the street and it holds water. The Public Works Director advised that this project did not include any depression filling but this will be inspected. c. PIR #822, Project 9022 - Major maintenance and sealcoat of Royce Street from McLeod Street to 44th Avenue with a recommended assessment period of one year at 9.5~ The Acting City Manager noted that the City is paying 92~ of the costs of this project. d. PIR #834 - Project 9020 - Major maintenance and sealcoat of 43rd Avenue from Central Avenue to Pierce Street with a recommended assessment period of one year at 9.5~. PlA #869, Project 9018 - Major maintenance and sealcoat of Tyler Street from 37th to hist Avenues with a recommended assessment period of one year at 9.5~. g. PlA #869, Project 9019 - Major maintenance and sealcoat of Tyler Street from qlst to 43rd Avenues with a recommended assessment period of one year at 9.5~. h. PlA #872, Miscellaneous delinquent bills for Shade Tree Disease Control and Weed Control with a recommended assessment period of one year at 9.5~. ADOPTION OF RESOLUTION Motion by Nawrocki, second by Ruettimann to waive the reading of the reso- lution there being ample copies available for the public. Roll call: ayes RESOLUTION NO. 90-57 ADOPTING ASSESSMENT ROLLS FOR SPECIAL ASSESSMENTS NUMBERED 833, 86~822,834, 858,868,869 AND 872 Adopting assessment rolls according to the City Charter for the following local improvements and determining that said improvements have been made and ratifying and conforming ali other proceedings, heretofore had: Special Assessments num- bered 833, 866, 822, 834, 858, 868, 869 and 872 WHEREAS, the City Council of the City of Columbia Heights, Minnesota, met at 7:30 o'clock p.m. on the 27th day of November, 1990, in the City Council Chambers, 590 40th Avenue N.E., Columbia Heights, Minnesota, being the time and place set when and where all persons interested could appear and be heard by the Council with respect to benefits, and to the proportion of the cost of making the local improvements abovedescribed, a notice of such hearing having been heretofore duly published as required by law, and a notice mailed to each property owner of record, stating the proposed amount of the assessment; and, WHEREAS, this Council has heretofore estimated and fixed the cost of such local improvements and has prepared an assessment roli therefore, THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS HEREBY RESOLVES: Sect i on 1: That this Council does hereby adopt the aforesaid assessment rolls known and descrlbed as "Assessment Roll for Local Improvements" numbered 833, 866, 822, 834, 858, 868, 869 and 872. Section 2: That this Council hereby finds and determines that each of the lots and parcels of land enumerated in said assessment rolls was and is especially benefited by such improvement in an amount not less than the amount set opposite in the column headed "Total Assessment." Levy Hearing November 27, 1990 page 3 And this Council further finds and determines that the proper proportion of the cost of such improvements to be especially assessed against such lot or parcel of land is the amount set opposite the description of each such lot or parcel of land respectively in said assessment rolls. Section 3: That said assessments may be paid in part or in full without interest on or before q:30 p.m., December 28, 1990, or in annual installments for a period of from one to twelve years as designated on each assessment ro11, payable on or before q:30 p.m. the 15th day of September, annually with 9.5~ interest thereon. Failure to pay the annual installment renders the same delinquent and there- after a I0~ penalty is added and the said delinquent special assessment is certified to the County for collection with the real estate tax. Sec t i on 4: That this Council did hereby determine and redetermine to proceed with said improvements, does ratify and confirm al1 other proce- edings heretofore had in regard to these improvements, and said improvements shall hereafter be known and numbered as Local Improvements numbered 833 - Project #8912, 866 - Project #9001, 822 - Project #9022, 83q - Project #9020, 858 - Project #9021, 868 - Project #9018, 869 - Project #9019, and 872.
