HomeMy WebLinkAboutDecember 21, 1989OFFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL SPECIAL COUNCIL MEETING DECEMBER 21, 1989 Mayor Hadtrath called the meeting to order at 6:10 p.m.. 1. ROLL CALL Paulson, Petkoff, Carlson, Peterson, Hadtrath - present 2. PURPOSE OF MEETING To consider adoption of the 1990 budget, establish tax levies and new funds. 3. PRESENTATION OF INFORMATION The City Manager and the Finance Director presented the budget information. The City Manager referred the Council to minutes from the August 28th meeting regarding the immediate hiring of an additional pollce officer. He noted that this authorization was to fill on an Interim basis the position of a police officer.pending the retirement of an injured police officer. The City Manager explained the reason for the increase in the costs for a microforming system. Two units will be purchased, one for the Pollce Depart- ment and the second for the Administration Department. He advised that they are two different systems. The Finance Director advised the Council that all of the Capital Equipment Replacement has been included in the 1990 budget. Originally, these items were in the 1989 budget. The funds allocated in the 1989 budget will be moved to the 1990 budget. The City Manager stated that there may be a 1 mill lncrease on an average ($70,000) home in the City. He noted that if there is a tax increase it would probably not be more than $1.50. Councilmember Paulson indicated he is not sure if some of the City's reserves should be used for the budget expenditures since an increase may be so small. He felt the budget was an overall good budget and had some good features which benefit the City's residents. Mayor Hadtrath expressed an interest in using some of the Liquor Fund surplus. Counciimember Petkoff stated that she felt this budget review has been the worst she has participated In in the eight years she has served on the Council. She stated it is fiscally irresponsible to cover expenditures by depleting the City's surplus funds. Petkoff is fearful that these surplus funds may be needed and they won't be available if there is a disaster in the future. She is sup- portive of having funds for capital equipment replacement and a street Infra- structure replacement.' Petkoff noted that our taxes compare very well wlth other municipalities. Regarding calls Councllmembers have received about reducing taxes, she felt service reductions may be a consideration. Mayor Hadtrath observed that the surplus of the City has doubled since 1984. He felt the State may view this as having too much surplus and may be hesitant to give us additional funds to operate the City. Councilmember-Elect Nawrocki viewed this budget as a "shell game." He observed that a small portion of the surplus has come from property taxes and the surplus generates revenue in Itself in the form of interest. Special Councll Meeting December 21, 1989 page 2 Nawrocki noted that the expenditure side of the budget'continues to grow. He said that some employee contracts are for three years and wondered where these salary adjustments are coming from. Nawrockl observed that the State appears to be heading Into a fund problem and the Legislature may reduce the City's io(:a) government aid.. Budgetary overruns were discussed and the City Manager reviewed some of.the major Items InclUded In the overruns. 4. CONSIDERATION OF RESOLUTION Motion by Peterson, second by Paulson to waive the reading of the resolution there being ample copies available to the public. Roll call: Al1 ayes RESOLUTION NO. 89-59 BEING A RESOLUTION ADbPTING A BUDGET FOR THE YEAR 1990, AMENDING THE ADOPTED BUDGET FOR THE YEAR 1989, AND LEVYING TAXES COLLECTIBLE FOR THE YEAR 1990 BE IT RESOLVED by the City Council of the City of Columbia Heights as follows: Section A.
