BOARD OF REVIEW
APRIL 18, 1988
The Board of Review Meeting was called to order by Mayor Hadtrath at 7:30 p.m.

2. Purpose of the Board of Review Meetln9
Mayor Hadtrath stated that the purpose of the Meeting is to review property
valuations as of January 2, 1988 and to hear appeals from citizens who feel
aggrieved or have questions regarding property values.
3. Introductions
The City Manager introduced members of the Anoka County Assessorms staff; Ed
Thurston, Chief Appraiser, Carrol McCain, Appraiser and Jim Leone, Clerk.
Questions and Answers Re~ardin9 Property Valuations
5100 Rainer Pass
The property owners at this address distributed data regarding the assessed values
on their home since 1985. It was noted that comparable homes in the area had
experienced a drop in value in 1985 because the housing market had been depressed.
No drop in this house's value was noted. The property owners had grieved the
valuation at the 1985 Board of Review but received no decrease.
McCain stated that the values of the homes cited in the data will be reviewed.
800 51st Avenue
The property measures 82.5 x 150 and was valued as two separate lots. The owner
felt the valuation should have not gone up so much. McCain noted that it had
been valued as two lots but since the location of the house would not permit
two houses to be built on the property she will view it as one building site
and review the valuation.
q225 Monroe Street
This is rental property and the owner feels the valuation has risen without'
justification. He owns and lives in a home at 38q2 Polk Street and noted that
the valuation on this property has not risen.
McCain explalned that values raise on some homes when there are active sales
in their area. Also, there was an across-the-board increase on land in the City.
5he advised that a **Request for Revlew** can be done on this property 'and It will
not be done by her. The City Manager requested that members of the City Council
review this property as well.
4039 Main Street
This property owner felt his $3,400 increase from last year was too high. He
cited the proximity of the property to the railroad yards and the damage
sustained by the b]asting for the yards. McCaln noted she had viewed the property
in 1986 and would have someone else in the Assessor's Office view the property.
1213 42nd Avenue
The property owner at this address expressed concern that her valuation had
risen last year on her one and a half story home but decreased this year.
McCain explained that the valuations on all one and a half story homes in
the City increased this year. This year~s decrease was due to the decrease
in the land value.

4300 4th Street
The owner of this parcel felt the valuation was too high. When he had it
appraised for refinancing the value was much less. Ne felt the value of the
land place~at $22,000 was also too high. McCain advised him that all lots
of his size are valued at that amount. She stated that another valuator will
view the property.
3756 SecOnd Street
The property had a $6,200 increase this year. The property owner showed the
Council copies of an appraiser's report. McCain noted that the land value had
decreased.
Another evaluation will be done on this property.
4245 6th Street
The value of this property increased $4,300 this year. He stated that his home
is built on both lots and no other building can be built on the property. NcCain
will view the property again'and view it as one building site which probably
will decrease the valuation.
3959 Tyler Street
~cCain viewed this property in February of 1987. The property owner had many
questions regarding the valuation and discussed them with the appraising staff.
Someone on the staff will review the property.
4220 Stinson Boulevard
The owner of this property noted he has a lot behind his home which is land-
locked and not buildable. He stated that previously this area had been con-
sidered for improvement with installation of a through street and platting of
lots. He inquired what had happened to this proposal. The City Hanager advised
him that some of the property owners in the area had voiced an objection to
this proposal and it was cancelled. He felt the value of $5,000 put on this
empty and unbuildab]e lot was too high.
5135 Rainer Pass
This home was purchased in 1987 for $2,000 less than the 1987 Valuation.
The Appraiser will view the home.
4536 Taylor Street
The valuation for this property increased $8,400. The owner advised the Council
that the home has no bedroom, access to the basement only from the outside, and
is situated on the 75 x 138 foot lot so no other structure could be built on
the property. HcCain stated that this property should be valued as one bullding
site not as two lots. She also agreed with the property owner that the deterio-
ration of the area should be a consideration when figuring value. She suggested
that the value'could be decreased $4,000.
Th~ neighbor at 4542 Taylor felt the neighborhood should be a consideration when
valuing any of.the property in the area.
4324 Quincy Street
The property owner at thls address felt another valuation should be done citing
his property's value has Increased $17,000 in three years. McCa'in noted that
the property has not been viewed since 1982 and it will be done soon.
4417 Quincy Street
This property has been experiencing water problems and the owner felt this

should be given some consideration in the valuation. She noted that the neighbor
has no gutters or downspouts on his home and felt this may .be a contributing
factor to h~r water problems. She is seriously concerned about the weakening
of one of her basement walls. The Building Inspector will make an appointment
with her to view her basement.
4256 Jackson Street
This property owner experiences water problems in her basement when her street
floods and there is a hard rain. She felt this should be a consideration when
valuing the home. McCain had viewed the home in February 1987.
4037 University Avenue
This property owner stated he was very satisfied with the valuation given his
property last year as it was quite c)ose to the appraised value. This year
he received a $6,200 increase and had concern that he may have been included
in the development across University Avenue. McCain stated he is not included
in the University Heights deve)opment but that his land value had risen from
$15,300 to $20,000. She noted that his property receives a ten percent ~educ-
tion since his property is located on a service road. She will have another
appraiser view the property.
4128 Arthur Street
This property was viewed in 1985 according the McCain. She noeed that the land
value had decreased. She will value the site differently which will reduce
the value from $22,000 to $20,000.
4206 Van Buren
The property owner at this address had to leave the meeting but McCain had
advised her another appraisal will be done.
1314 45½ Avenue
This property owner had to leave the meeting but will contact the Appraiser.

5. Recess of the Board of Review
Motion by Paulson, second by Paterson to recess the Board of Review until
Monday, May 2nd at 8:00 p.m.. Roll call: All ayes
