COLUMBIA HEIGHTS CITY COUNCIL
SPECIAL COUNCIL MEETING
SEPTEMBER ~, 1988
The meeting was called to order by Council President Peterson at
8:25 p.m..
1. Roll Call
Paulson, Petkoff, Carlson, Peterson - present
Hadtrath - absent
2. Purpose of the t4eeting
To review plans and specifications for the Service Center and the Library
roofing improvements and to authorize execution of agreements with the
Minnesota Pollution Control Agency and Anoka County for Hazardous House-
hold Waste Collection Day.
3. Presentation of Information by Staff
a. Service Center and Library Roof Improvements
The City Manager indicated that the Council had received copies of the
plans and specifications for the roof improvements. He noted that the
same type of roofing material will be used on both buildings. Also, it
was noted that the contractor should pay for the licenses and permits
for the project and this should be included in the specifications. Dis-
cussion followed regarding warranties and additional insulation. The City
Attorney had reviewed the documents and expressed concern about the
general conditions, in particular with .regard to meeting the City Code.
The Building Inspector had no concerns with the documents. The Public
Works Director had felt additional walkways on each building should be
considered.
Motion by Petkoff, second by Carlson approval of the plans and specifi-
cations as submitted by Toltz, King, Duvall, Anderson and Associates,
Incorporated for the roofing improvements for the ~unicipal Service
Center and the Library building and that the City Manager be authorized
to seek bids for same. Roll call: All ayes
b. Authorize Council President and City Manager to Execute Agreements
with MPCA and Anoka County Regarding Hazardous Household Waste Collection
Day
The cost-sharing proposed for the Collection Day with the Minnesota Pol-
lution Control Agency and Anoka County was discussed.
Motion by Paulson, second by Petkoff to waive the reading of the resolution
there being ample copies available to the public. Roll call: All ayes
RESOLUTION NO. 88-58
A RESOLUTION OF THE COLUMBIA HEIGHTS CITY COUNCIL AUTHORIZING THE MAYOR AND
CITY MANAGER TO ENTER INTO AGREEMENTS WITH THE MINNESOTA POLLUTION CONTROL
AGENCY AND ANOKA COUNTY FOR THE HOUSEHOLD HAZARDOUS WASTE COLLECTION PROJECT
ON SEPTEMBER 24, 1988
WHEREAS,
The Columbia Heights City Council deems it important to offer its
residents the opportunity to properly dispose of household
hazardous waste; and,

WHEREAS,
A Household Hazardous Waste Collection Day benefits the
environment in lessening the probable air, ground and
water pollution caused from improper disposal of said
waste; and,
WHEREAS,
A Household Hazardous Waste Collection Day also benefits
the citizens of Columbia Heights in providing a safe, legal,
and efficient manner to handle said waste; and,
WHEREAS,
The Minnesota Pollution Control Agency has awarded the City
of Columbia Heights a Fall 1988 Household Hazardous Waste
Grant in which the MPCA will pay 50% of the disposal costs;
and,
FURTHERMORE, Anoka County has agreed to match up to $5,000 of Columbia
Heights' costs for the Household Hazardous Waste Collection
Day project
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Columbia Heights that the Mayor and City Manager are auth-
orized to execute, on behalf of the City, a Household
Hazardous Waste Collection Day contract scheduled for
September 24, 1988 with the Minnesota Pollution Agency
in which outlines the City and Agency's obligations with
regards to this program; and,
BE IT FURTHER RESOLVED, that the Mayor and City Manager are also auth-
orized to sign an agreement with Anoka County in which the
County agrees to match the City's cost for the project up
to $5,000 in a form satisfactory to the City Attorney.
Passed this 6th day of September, 1988.
