COLUMBIA HEIGHTS CITY COUNCIL
PUBLIC HEARING

Mayor Hadtrath called the Public Hearing to order at 7:30 p.m..
1. Roll Call

2. Purpose of the Public Hearin9
To give interested citizens an opportunity to have a greater understanding
of the Cityts annual budget and to receive questions or comments from
citizens regarding the City Managers' 1989 proposed budget.
3. Presentation by Staff
The City Manager reviewed the anticipated and projected revenues as well
as the proposed uses of those revenues for services to be provided by
the City. He advised the Council that a portion of the budget had been
omitted from the City's fall newsletter and it will be printed in its
entirety in the next edition of the Post Shoppers Guide. The City Manager
is also video taping his budget message and it will be run on the City's
access channel frequently before the budget is adopted.
4. Questions and Answers
Bruce Nawrocki. 1255 Polk Place, inquired if any decision regarding changes
to the City Manager's proposed budget had been made by the City Council.
He was advised that there had, which would result in approximately $101,476
decrease. Discussion continued about the addition of four new employees.
Nawrockl felt these positions may not be justified. The City Manager noted
that monies will be expended in 1988 from the General Fund for projects
involving City Hall, the Public Library and Huset Park.
Discussion continued regarding fund surplus, use of the funds in the Liquor
Fund, insurance, computer purchases, mill rate and inflation. Mayor Hadtrath
stated he would prefer to decrease the mill rate and reduce property taxes.
Mayor Hadtrath thanked former Mayor Na~rocki for his input and suggestions.
5. Adjournment
Motion by Peterson, second by Carlson to adjourn the Publlc Hearing at
9:10 p.m.. Roll call: All ayes
