HomeMy WebLinkAboutOctober 6, 1988OFFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL SPECIAL COUNCIL MEETING OCTOBER 6, 1988 Mayor Hadtrath called the meeting to order at 7:45 p.m.. 1. Roll Call Pauison, Petkoff, Carlson, Peterson, Hadtrath - present 2. Purpose of the Special Meeting Adoption of the 1989 budget, amending of the 1988 budget and levylng taxes collectlble for 1989 plus other personnel and association Items. 3. Presentation by Staff The City Manager noted that the 1989 proposed budget is based on the discussions held at 'councll work session. He revleved the cuts made to the budget and advised the Council that an addltlonai $30,000 was included In the Central Garage Fund to meet OSHA requirements. He concluded by addlng that there w111 be no tax Increase and that the amount of taxes levled will remain the same as last year. A resident noted that there is no longer a fifty-fifty split between the City and the School Olstrlct in the Recreation budget. This matter was discussed regarding ho~ the two entities~ costs were arrived at. Mayor Hadtrath note~ that there is still a large surplus in the General Fund and felt this should be used to decrease taxes. Motion by Hadtrath to cut the levy by two mills. Motion dies for lack of a second. Councilmember Paulson stated he felt taxes should not be lowered so the services presently being given to residents could be maintained and also to maintain the Clty~s cash flow. Councilmember Carlson felt taxes should not be loweFed but that some of the surplus should be used for public improve- ment projects. Adoption of Resolutlons a. Motion by Paulson, second by Petkoff to waive the reading of the resolution there being ample copies available to the public. Resolution No. 88-63; Being a Resolution Approving a Tax Levy by the Housing and Redevelopment Authority for Fiscal Year 1989 Motion by Peterson, second by Carlson to waive the reading of the resolution there being ample copies available to the public. Roll call: Al1 ayes RESOLUTION NO. 88-63 CONFIRMING TAX LEVY BY THE HOUSING AND REDEVELOPMENT AUTHORITY FOR FISCAL YEAR 1989 BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, THAT WHEREAS, the Housing and Redeve19pment Authority of Columbia Heights, Minnesota, has adopted a budget as sho~n on their attached resolution, and WHEREAS, said Authority has also resolved that a speclal tax to be levled of $39,326 upon all taxable property, both real and personal, in the City of Columbia Heights, and WHEREAS, SectiOn q69.033, Subdivision 6, of the Minnesota Statutes requires approval by the governing body of the munlclpallty in and for which said Authority was created. NOW, THEREFORE, BE IT RESOLVE0 that the City Councll of'the City of Columbia Heights approves and consents to the levy of $39,326 upon all taxable property, both real and personal, in the City of Columbia Heights, by said Authorlty, as speclal taxing district, for use for the purpose of .the provisions of Section 469.001 et seq of the Minnesota Statutes. Roli call: All ayes RESOLUTION NO. 88-64 CERTIFICATION OF DELINQUENT SPECIAL ASSESSMENTS BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, that THE COUNTY AUDITOR be, and he is hereby directed, to levy the delinquent special assessments on the properties in the City of Columbia Heights as submitted on the attached sheets and filed in the Assessment Book for 1988 totaling $95,916,14. BE IT FURTHER RESOLVED that the aforegoing amounts shall be included in the individual real estate tax statements for the current year and identified thereon as t'Special Assessments - Fund #913". SAI0 LEVIES shall be enforced and collected In the manner provided for the enforcement and collection of State and County taxes under and In accordance with the provisions of the general laws of the State. AII assessments with penalties and interest as indicated thereon paid to the County Treasurer shall belong to the City of Columbia Heights and shall be turned over to the City Treasurer in the manner provided by the City Charter and Ordinances. THE CITY OF COLUMBIA HEIGHTS shall accept payments on these levies until October 15, 1988. Upon receipt of said payments the County will be notified to remove this levy from the tax rolls. Roll call: All ayes RESOLUTION NO. 88-65 BEING A RESOLUTION ADOPTING REVISED 1988 COMPENSATION RANGES FOR NON-UNION EMPLOYEES REFLECTING RESULTS OF THE CITY'S COMPARABLE NORTH STUDY AN0 IM- PLEMENTATION PLAN Special Council Meeting October 6, 1988 page 5 NHEREAS, the City of Columbia Heights has adopted a Comparable North Study, a Comparable North Implementatlon Plan, and a Comparable North Compensation Plan, effective January I, 1988; and, NHEREAS, the City of Columbia Heights has undertaken implementation of Comparable North consistent with the above study and plans; and, NHEREAS, the City's non-unionized employees have been advised of the City's efforts to evolve comparable worth; NON, THEREFORE, BE IT RESOLVED that the City of Columbia Heights establishes revised salary ranges for groups of non-unionlzed supervisory City positions and non-unionized essential and confldential City positions as Indicated on Schedules A and B ~hlch are on file in the Offlce of the City Manager, effective January 1, 1988; and, BE IT FURTHER RESOLVED that the City of Columbia Heights establishes revised wage ranges for non-union custodial positions as indicated on Schedule I which ls on file in the Office of the City Manager, effective January !, 1988. Ro11 call: All ayes RESOLUTION NO. 88-66 BEING A RESOLUTION AUTHORIZING CONTINUED MEMBERSHIP IN THE NORTHERN HAYOR'S ASSOCIATION AND AUTHORIZING PAYMENT OF 1989 DUES t~IEREAS, the Northern Mayors' Association has recommended an operating budget for the fiscal year 1989 of $125,000 and which has been deemed to be an acceptable level of expenditure for planned actlvltles; and, NHEREAS, the City of Columbia Heights hereby adopts the proposed 1989 Northern Mayors' Association operating budget; and, NHEREAS, the City of Columbia Heights is desirous of maintaining continued membership in the Northern Mayors' Association; and, NHEREAS, the City's 1989 membership dues for the Northern Mayors' Association is $q,833; NON, THEREFORE, BE IT RESOLVED that the City Manager forward a copy of this resolutlon to the Northern Mayors' Association indicating the City's continued support and membership in the association, and, that he be authorized to remit payment of said membership.fee to the association in January, 1989. Roll call: All ayes RESOLUTION NO. 88-67 BEING A RESOLUTION'AUTHORIZING A JOINT POWERS AGREEHENT FOR THE PURPOSE OF PROHOTING ECONOMIC DEVELOPHENT WITH THE NORTHERN SUBURBS, AND, AUTHORIZING THE HAYOR AND CITY MANAGER TO EXECUTE A JOINT POWERS AGREEHENT FOR SAME WHEREAS, the Northern Mayors' Association has attempted to develop a coalitlon of Northern Metropolitan Communities for the purpose of promoting economic development; and, WHEREAS, the Northern Mayors" Association is attempting to establlsh an association for the sole purpose of assembling and disseminating infor- mation concerning the communities within which the members of the Joint Powers Agency are located and to promote economic development within the northern suburbs through the implementation of a public rel'ations and marketing plan and related governmental relationsactivlties; and, WHEREAS, participation in the Joint Po~ers Agency'is deemed to be beneficial to the City of Col.umbSa Heights in Its efforts to promote economlc development within its community; NON, THEREFORE, BE IT RESOLVED that the City Council of the City of Columbla Heights does hereby authorize the Mayor and City Manager to execute a doint Powers Agreement, on file In the Office of the City Manager, for the purpose of assuring the City's membership in the Joint Powers Agency organized for the purpose of promoting economic deve- lopment; and, BE IT FURTHER RESOLVED that Counclimember Paulson is hereby appointed as a ee~nber of.the Board of Oirectors of the Joint Powers Agency; and, BE IT FURTHER RESOLVED that the City Manager be authorized to remit $10,092 as the City's 1989 membership fee in the Joint Powers Agency (Economic Development Agency) and that a copy of.this resolutlon and executed Joint Powers Agreement be 'forwarded to the Executive Oirector of the Northern Mayors~ Association. Roll call: AI1 ayes RESOLUTION NO. 88-69 BEING A RESOLUTION AUTHORIZING FINANCIAL PARTICIPATION IN THE ASSOCIATION OF METROPOLITAN MUNICIPALITIES PROPERTY TAX COMPUTER ANALYSIS AN0 DATA BASE FOR CALENDAR YEAR 1989 t,~IEREAS, the Association of Metropolitan Municipalitles is attempting to develop a property tax computer analysis for the 1989 Legislative Sesslon in concert wlth the League of Minnesota Cities' Coordinating Committee, the coalition of Greater Minnesota Cities, the Cities of Minneapolis and St. Paul; and, WHEREAS, the Minnesota League of Cities will likewise develop and maintain in future years a property tax computer anaiysls system, however, not untll calendar year 1990; and, WHEREAS, the Association of Metropolitan Munlcipalltles is attempting to provide property'tax enalysl~ in advance of the 1989 Leglslatlve Session and durlng the intervening year before the League of Minnesota Cities~ system Is in place; and, Special Council Meeting October 6, 1988 page 8 WHEREAS, the Association of Metropol. itan Municipalities is seeking funding in order to underwrite the costs of providing property tax computer analysis capability; and, WHEREAS, the Association of Metropolitan Municipalities is seeking funding on a voluntary basis from member communities on the order of $35,000 to $50,000; and, WHEREAS, larger suburban cities are being asked to commit $2,000 each to this effort and smaller cities are being asked to participate on a basis which is financially feasible to their respective community; NOW, THEREFORE, BE IT RESOLVED by the City of Columbia Heights that $500 be expended from General Fund - Contingency Fund for the purpose of parti- cipating in the Association of Metropo. litan Municipalities Property Tax Computer Analysis; and furthermore, that the City Manager be authorized to inform the Association of the City's pledge and future payment.
