HomeMy WebLinkAboutNovember 30, 1988OFFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL SPECIAL COUNCIL MEETING NOVEMBER 30, 1988 Mayor Hadtrath called the meeting to order at 9:05 p.m.. 1. Roll Call Paulson, Petkoff, Carlson, Peterson, Hadtrath - present 2.~ Purpose of the Special Meeting' a. Bids and Specifications for Electrical and Mechanical Work at Municipal Service Center, Library and City Hall, Including Roofing at City Hall The City Manager reviewed the costs for the capital improvements to th~ City Hall, Municipal Service Center and Library. The Council received all of the material regarding these capital improvment projects from staff and the preliminary investigations and recommendations from T.K.D.A.. Motion by Peterson, second by Carlson to authorize the City Manager to proceed with seeking of bids and preparation of specifications for additional work as outlined in the material entitled "Preliminary Investigations and Recom- mendations for Additional Mechanical, Electrical and Roofimg Improvements to the Columbia Heights City Hall, Library and Municipal Service Center" as well as inclusion of an exhaust fan for the paint storage room at the Municipal Service Center. Roll call: All ayes b. Amendments to Snow Removal Plan The Public Works Director distributed copies of maps of the Master Snow Plan for SnowploWing to the Council. He noted that the first plan was adopted in 1982, with minor amendments in 1983 and 1984 and a major amendment in 1985. Discussion followed regarding the location of sand barrels, plowing of certain sidewalks, and additions and deletions. Motion by Carlson, second by Peterson to adopt Master Plan for Snowplowing and Ice Control and policy statement dated November 30, 1988 and accompanying drawing revised November 30, 1988 as amended. Roll call: All ayes c. First Reading of Ordinance No. 1177 - Sale of Liquor Store #2 at 322 4Oth Avenue Appraisals of the liquor store building and the building that the City is anticipating purchasing were discussed. Photos of both buildings were viewed by the Council. The physical condition of both buildings was discussed. Mayor Hadtrath and some members of the Council requested the City Manager to get additional information on assessed value, purchase price and another appraisal of the building the City may be purchasing. Motion by Petkoff, second by Carlson to waive the reading of the ordinance there being ample copies available to the public. Roll call: All ayes ORDINANCE NO. 1177 BEING AN ORDINANCE AUTHORIZING THE SALE OF 322 4OTH AVENUE N.E. Sect ion 1: The City of Columbia Heights shall sell to Patrick W. Kelly and Yolanda Kelly, the real estate located at 322 40th Avenue N.E., and legally described as Lot 15, Block 68, Columbia Heights Annex to Minneapolis, according to the recorded plot thereof on file and on record in the office of the County Recorder in and for Anoka County, Minnesota. Special Council Meeting November 30, 1988 page 2 Section 2: The Mayor and City Manager are authorized to execute the documents necessary to effectuate the sale. Section 3: This Ordinance shall be in full force and effect from and after thirty (30) days after its passage. First Reading: November 30, 1988 The second reading of Ordinance No. 1177 is scheduled for the Council Meeting on December 12, 1988. d. City Manager's Report re: Experience of Other Cities With Light Rail Systems/ Corridors; and, Arrangements for City Officials to Visit Various Cities with LRT Systems. The City Manager had not completed his report at this time. 3. Adjournment Motion by Peterson, second by Carlson to adjourn the meeting at 10:45 p.m.. Hadtrath OFFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL SPECIAL ASSESS~tENT HEARING NOVEMBER 30, 1988 Mayor Hadtrath called the Special Assessment Hearing to order at 7:30 p.m.. I. Roll Call Paulson, Carlson, Peterson, Hadtrath - present Petkoff - absent 2. Purpose of the Hearing To establish special assessments for various public improvement projects considered to be complete and/or ready for assessment and to consider a resolution which will officially levy special assessments for public i~p- rovement projects. 3. Presentation of Information by Staff a. Review of proposed assessments for the following projects: 1. PIR #826, sealcoating of all bituminous streets in the Southwest Quadrant of the City. The City Manager reviewed the project, noting that some of the streets in this area were not included in the sealcoating as there is presently work being done on them or project planned for them. He reviewed the costs and advised that the recommended assessment period is one year at 9.5%. Discussion with residents addressed the quality of the work done and comparison of costs with neighboring properties. 2. PIR #836, miscellaneous delinquent bills for shade tree disease control and weed control. The Council received the list of properties with delinquent bills. There were twenty-one properties. 3. PIR #823, Watermain replacement and concrete alley reconstruction. The City Manager explained that the City is paying all of the costs for the watermain replacement and fifty percent of the costs for the alley replacement. He noted that inferior materials were used in the alley which contributed to the need for this work. Councilmember Petkoff arrived at 8:20 p.m. 4. PIR #828, joint and crack sealing in various concrete alleys. The City Manager reviewed the costs for the sixteen alleys in this project. The work was done by city crews. Discussion with residents followed regarding how alleys for this project were selected and the quality of the work. The recommended assessment period is one year at 9.5%. 5. PIR #840, Miscellaneous surface repairs'for various concrete alleys. All of the alleys in this project were reviewed. The recommended assessment period is one year at 9.5%. 4. Adoption of Resolution Resolution No. 88-79:.Being a Resolution Levying Special Assessments for Project Nos. 826, 836, 823, 828, and 840. Motion by Peterson, second by Paulson to waive the reading of the resolution there being ample copies available to the public. Roll call: All ayes RESOLUTION NO. 88-79 Special Assessment Hearing November 30, 1988 page 2 Adopting assessment rolls according to the City Charter for the following local improvements and determining that said improvements have been made and ratifying and conforming all other proceedings, heretofore had: Special Asses- sments numbered 826, 823, 836, 828, and 840. WHEREAS, the City Council of the City of Columbia Heights, Minnesota, met at 7:30 p.m. on the 30th day of November, 1988, in the City Council Chambers, 590 40th Avenue N.E., Columbia Heights, Minnesota, being the time and place set when and where all persons interested could appear and be heard by the Council with respect to benefits, and to the proportion of the cost of making the local improvements above described, a notice of such hearing havin~ been heretofore duly published as required by law, and a notice mailed to each property owner of record, stating the proposed amount of the assessment; and, WHEREAS, this Council has heretofore estimated and fixed the cost of such local improvements and has prepared an assessment roll therefore, THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS HEREBY RESOLVED: Section 1. That this Council does hereby adopt the aforesaid assessment rolls known and described as I'Assessment Roll for Local Improvements" numbered 826, 836, 823, 828, and 840. Section 2. That this Council hereby finds and determines that each of the lots and parcels of land enumerated in said assessment rolls was and is especially benefitted by such improvement in an amount not less than the amount set opposite in the column headed "Total Assessment". And this Council further finds and determines that the proper proportion of the cost of such improvements to be especially assessed against such lot or parcel of land is the amount set opposite the description of each such lot or parcel of land respectively in said assessment rolls. Section 3. That said assessments may be paid in part or in full without interest on or before December 31, 1988, or in annual instal- lments for a period of from one to fifteen years as designated on each assessment roll, payable on or before the 15th day of September, annually, with 9.5% interest thereon. Failure to pay the annual installment renders the same delinquent and thereafter a 10% penalty is added and the said delinquent special assessment is certified to the County for collection with the real estate tax. Section 4. Section 5. That this Council did hereby determine and redetermlne to proceed with said improvements, does ratify and confirm all other pro- ceedings heretofore had in regard to these improvements, and said improvements shall hereafter be known and numbered as Local Improvements numbered 826 - Project #8800, 836, 823 Project #8601, 828 - Project #8802, and 840 - Project #8802. This resolution shall take effect immediately upon its passage. Passed this 30th day of November, 1988.
