SPECIAL INFORHATIONAL MEETING
APRIL lq, 1~87
The meeting was called to order by Council President Petkoff at 8:00 p.m.
I. Ro11 Call
Pauison, Carlson, Peterson, Petkoff - present Nawrocki - absent
Mayor Nawrocki arrived at the meeting at 8:05 p.m.
2. Purpose of the Heetin~
This is an informational meeting regarding Sulllvan Lake~evelopment and
acquisition of eight properties located adjacent to the Lake on Washington
Street. The City Manager advised there are two alternatives for development
of the area presently being considered. One development would include the
property where the eight double bungalows are located and the second plan
would utilize only the City-owned property in the area. The major portion
of the land which would be included in the first alternative is the City-
owned property.
3. Presentation by Staff
Todd Stutz, Director of Community Development, reviewed the history of this
proposed development since the City initially went out for proposals. He noted
that of the proposals received the City Council authorized an Exclusive Nego-
tiation Agreement with Rottlund Builders.for their proposal. The Council felt
what this firm was proposing was the best proposal received. The Agreement was
for 120 days. Stutz stated that this project was viewed as financlally feasible
as a tax increment project and that the City's tax increment district could be
expanded to include the Sullivan Lake development.
The architect for Rottlund Builders advised those at the meeting that his firm
had two proposals for this area, one which would require, using the property
where the double bungalows are located and one which would use only City-owned o
property.
The first proposal is for sixty five units and would appeal to the young profes-
sionals or "empty-nesters". These units would have two bedrooms or one bedroom
and a den with the price range being from $~0,000 to $120,000. The architect
used artist renderings to explain the details of the project. A pool or tennis
courts are being considered for the larger development.
The second alternatlve would be for forty eight units. The architect briefly
explained the proposal.
q. Discussion of Proposed.~Foject - Question and Answer
When asked if any decisions had been made by the Council at this point in time,
Stutz replied that no commitments have been made either by the City Council or
by the HRA. Owners of the double bungalows expressed concern with increased
traffic from this development and potential parking problems. Discussion fol-
lowed regarding taxes which would be generated from this development as well
as marketability of these townhouses.
A resident inquired about the tlmeframes for this project and the Hayor stated
it is the hope of the builder to start this summer. Discussion continued regarding
acquisition of the double bungalows if this is decided and the procedures which
might be used to acquire. Mayor Nawrocki advised those in attendance that it had
always been the intent of the Council to develop the area around Sullivan Lake.
He referred to the present development. The Mayor stated that this development
will be considered solely on the benefit to be realized by the community.
