HomeMy WebLinkAboutApril 29, 1987OFFICIAL PROCEEDINGS 'CONTINUED BOARD OF REVIEW COLUMBIA HEIGHTS CITY COUNCIL APRIL 29, 1987 The Board of Review was reconvened by Mayor Nawrocki at 7:30 p.m.. All Councilmembers were in attendance. 1322 42½ Avenue - The County Appraiser, Carrol McCain, recommends no change in the valuation this property. She viewed the property again and compared the sales of other properties similar to this one. She noted that she did not see the FHA appraisal but that many variables were used by FHA. It was indicated that the selling price of the property was the difference between the County's valuation and the FHA appraisal, 4245 Sixth Street - One Of the property owners of this property had questions regarding the valuation p]aced on the property and voiced these concerns at the Board of Review. The Assessor contacted the other property owner with the ex- planation of the value and felt the concern was with the taxes and not the value placed on the property. 3732 2½ Street - This property owner had not stayed at the Board of Review and upon contacting her the Assessor found that the concern was with the taxes and not with the valuation. 1006 42nd Avenue - A list of comparable sales will be sent to this property owner. 1213 42nd Avenue - This property owner had previously requested a copy of a book with data regarding valuations and taxes for properties in the City of.Columbia Heights. The Assessor obtained information on the book. 4453 Tyler Place - This is a newly-built home. The property owner sent a letter to the Assessor inquiring what the valuation of the home is. The City's value is placed at $121,300 and the appraisal was placed at $124,000. 4111 Central Avenue - The County's Chief Appraiser spoke to the representative of this building and noted he was advised of nothing to change the valuation. The Appraiser recommends no change. 3755 University Avenue - The Assessor recommends no change in the valuation on this property. 1000 41st Avenue & lOll 41st Avenue - The Assessor contacted a representative of the developer of this condominium complex and was advised that the selling price of the remaining units in the development depended on a number of factors. He noted that the appraisals had been fairly conservative. It was noted that the valuations of some of the units in this development had decreased. The Assessor noted that the rates were not changed but that depreciation is starting. The Assessor recom- mended no change in the valuation of units in this development. 7oo 39th Avenue - The Assessor had visited with the owner of this property and it was agreed that the valuation was fair and equitable. 81 38th Avenue - This property received a $11,400 reduction as a result of cor- rections in wall height and effective age. Continued Board of Review 'April 29, 1987 page 2 Apartment Buildings at 1035 Peters Place, IO45 Peters Place, 3969 Fifth Street, 543 40th Avenue and 4654 Tyler Street - The Assessor advised that no reductions be made on these apartment buildings. Mayor Nawrocki inquired about the overall property valuation in the City. The Assessor noted that values are increasing around 4%. Adoption of Assessment Roll Motion by Carlson, second by Petkoff to adopt the assessment roll as amended.
