Dear Mr. Schumacher,
I am writing to recommend your consideration of ProSource Technologies, Inc. to assist in your
environmental clean up project. The City of Coon Rapids begin working with ProSource several
years ago on a contamination clean up project and has been extremely pleased with their work.
You may be aware that the City of Coon Rapids is redeveloping -several portions of Coon Rapids
Boulevard. One of the City's primary r~development areas contains petroleum and dry cleaning
contamination as well as an unpermited dump, all within a one block area. When a developer
_p_r_0 P_ _O s_ _e_d- r_e_d?_elo_p_~g the s_i_te, ProSource assembled the data and successfully prepared grant
applications to the Metropolitan Council and the Department of Trade and Economic ..........
Development. They were also knowledgeable of the requirements for utilizing the state's
Petroleum Clean Up Fund and the Drycleaner's Contamination Clean Up Fund.
The intention at the outset of the project was to gain control of the site, as several buildings
needed to be demolished to complete the clean up. Unfortunately, negotiations to acquire the
properties broke down, the developm'-p-u~d-out-ofthe-p-roj-e-ctvan-d-the-grant-dollars-were-n-e-arly
pulled.
In an attempt to]ump-start the project and preserve the grant award, ProSource proposed a plan
to remove only the unpermited dump. Because the contaminates were located on the rear of the
properties no buildings would need to be removed, effectively eliminating the issue of site control
and allowing the businesses to continue to operate. Preparation for the dump excavation began in
the fall of 200i and removal of the contaminants was completed in the Spring of 2002.
ProSource's initiative to remove the unpennited dump generated significant momentum for the
redevelopment of the area by eliminating a.major redevelopment hurdle. I am certain without this
initiative, the City would not be at the point it is in redeveloping the area.
Pro Source not only demonstrated their initiative in jump-starting the project, they also
successfully managed the expectations of a wide variety of stakeholders. They provided regular
project updates to the MPCA, DTED and the Met Council to ensure the work met with their
approval. They developed credible relationships with the property owners affected by the project
and they presented information in a format that staff could easily share with the City Council.
ProSource also spent a significant amount of time on site ensuring that the contractor's
performance met environmental standards and that costs were kept to a minimum. They were
always aware of the project's budget and throughly reviewed and, when necessary, challenged the
contractor's invoices. They were knowledgeable of the project's comPonents, what those
components should cost, and resourceful in finding ways to reduce and manage costs.
As the City of Coon Rapids works to address the remaining portion of the contamination clean up
project, we have found that ProSource continues to operate with a very high degree of
professionalism and competence. I would summarize their work as meticulous, efficient, and well
presented, and they always seem to operate with the City's best interests in mind. Therefore I am

Scope of Work
The City of Colmubia Heights (the "City") has initiated a planning process to
redevelop portions of the Colmubia Heights Industrial Park area (the "Project")
into a mix of new housing and targeted industrial land uses. Hoisington Koegler
Group, Inc. has been retained by the City to prepare an Industrial Park Master
Plan to identify the redevelopment options which can be implemented in a short
time frame (1-5 years). In addition, a Phase I Envirmunental Site Assessment
(ESA) was conducted by STS Consultants, Ltd. to identify the known and
potential environmental concerns due to past and present uses.
It is our understanding that the City is seeldng a grant from the Minnesota
Department of Trade and Economic Development (DTED) to perfmxn a Phase II
Environmental Site Assessment (ESA) and prepare a Response Action Plan
(RAP) or clean up plan of the identified areas of concern. The goal of the work
will be to obtain Mi~mesota Pollution Control Agency (MPCA) Voluntary
Investigation and Cleanup (VIC) Program approval of the Phase II ESA and
RAP to apply for cleanup grants available from DTED and the Metropolitan
Cotmcil by November 1, 2003.
ProSource has reviewed the Phase I ESA in detail, contacted MPCA staff
regarding selected investigations within the Project area and visited the
individual Project sites. In short, it is our opinion that most of the environmental
concerns within the Project area have had some level investigative and/or
cleanup work. In fact, none of the identified environmental concerns are
considered "active" at the MPCA and most have been closed. It is also our
opinion that a significant work effort will not be necessary to meet MPCA
requirements for the RAP. As such, the primary focus of the Phase II ESA will
be to supplement previous work to determine the level of cleanup necessary to
meet the new, proposed land uses. Our proposed scope of work is summarized
in the task descriptions in the following sections.
Task Descriptions
Task I ~ Negotiate with MPCA to Develop a Schedule of Compliance
Based on the conditions of the release of contaminants to the environment and
the complexity of the likely regulatory hurdles for the project, ProSource
recommends that the City enter into the VIC program prior to initiating any
investigative work. The MPCA set up the VIC program to assist parties in
cleaning up environmental problems, and in exchange, they can issue closure or
"No Further Action" letters to limit future liabilities. These letters are
recognized by financial institutions, who may limit or deny financing in the face
of potential cleanup costs. There is an hourly charge for VIC stafftime.
In general, our proposed schedule of compliance which we would propose to the
MPCA would be to:

$ Develop a. detailed Phase II Investigation Work Plan to describe the
purpose of and the procedures used to investigate the conditions in and
around the identified areas of concern.

Conduct a two-step Phase II ESA field investigation to quicldy assess the
identified areas of concern and determine future cleanup and disposal
options.
Compile field data and prepare the Phase II Investigation Report.
Immediately following submittal of the Phase II Investigation Report,
prepare and submit to the MPCA a Focused Feasibility Study and detailed
RAP.
Obtain approval of the RAP fi'om the MPCA VIC program.
Assist in the preparation of grant applications with the Metropolitan
Council and Department of Trade and Economic Development.
The VIC progran~ provides several types of written assurances. We have
provided one the VIC program guidance documents in Attachment 1 which
describes in more detail the written assurances provided. ProSource will obtain
technical assistance approval letters for the reports we generate. Since
contamination is present which requires remediation, a "No Association" and
"No Fmlher Action" letter will be requested at the time the VIC application is
made.
Task 2 - Detailed File Reviews and Phase II Investigation Work Plan
Preparation
The second task will be to conduct detailed file reviews of the identified areas of
concern at the MPCA and prepare the Phase II Investigation Work Plan
following MPCA VIC program guidance for redevelopment projects. The work
will entail:
~ Research and review property history (previous investigations, interviews
with property owners, etc.)
~ Gather geologic and hydrogeologic information,
[, Gather and review soil and ground water testing data
[ Use Geographic Information System (GIS) software to develop detailed
site map and infonrtation database, and
[. Prepare Phase II ESA Work Plan.
Task 3 - Phase fl Field Investigation
The objectives of the Phase II field investigation will be to quicldy assess and
confn'm the location limits of each area of concern; further define the horizontal
and vertical extent of contamination, if present; evaluate potential treatment and
disposal options; assess impacts to potential receptors; evaluate the potential for
natural attenuation of impacts; and define the relationship between site geology,
site hydrogeology, and ground water quality. Since a number of the identified
areas of concern involve petroleum releases, ProSource proposes to conduct the
Phase II ESA field investigation in two phases. The initial phase will be to
advance numerous test holes within the identified areas of concern while
utilizing an on site mobile laboratory. The second phase of work will be based
on the findings of the initial work and involve the installation of permanent
grOund water monitoring wells, collection and analysis of ground water samples,
and the collection of soils to determine futm-e cleanup and disposal options. In
summary, the work will involve:

Addressing data gaps in previous investigations by utilizing a GeoprobeTM
and mobile laboratory to quickly characterize soil and ground water
impacts.
Advancing soil borings and installing ground water mo~fitoring wells to
evaluate site geologic and hydrogeologic conditions.
~Collecting environmental samples from selected soil borings and
monitoring wells for detailed chemical analysis.
Collecting numerous like building materials to detem~ine if asbestos
containing materials are present and determine quantity.
Preparing Phase II ESA report and Feasibility Study (FS)
TasR 4 - Response Action Plan Preparation
After the Phase II ESA report and FS have been reviewed by the MPCA,
ProSource will prepare the RAP or cleanup plan. The RAP will detail:
~* Determination of risk based cleanup goals based on future land use;
~Cleanup procedures (i.e. soil excavation procedures, ground water
monitoring, etc.);
~ Materials handling and separation of recyclable materials (i.e. concrete,
steel, etc.);
~ Identification, handling and disposal of regulated wastes (i.e. demolition
materials, solid waste, hazardous waste and industrial waste);
g Confu'mation sampling and analysis;
!}. Site restoration plans; and
~ RAP Implementation report preparation.
Task 5 - DTED and Metropolitan Council Grant Applications
In addition to conducting the Phase II ESA and preparing the RAP, ProSource
staff will assist the City with preparation of the DTED and Metropolitan Council
grant applications. In an effort to illustrate how the Phase II ESA and RAP
development grants work with furore grants and the City's local match, the
following project cost scenerios have been developed. Scenerio A assumes a
cleanup cost of $750,000 with full funding from DTED (75%) and partial local
match funding from the Metropolitan Council. Scenerio B assumes a cleanup
cost of $1,500,000 with partial landing from DTED (40%) and greater local
match funding from the Metropolitan Council. Based on these two cost
scenerios, the total estimated local match funding from the City is estin~ated to
range from $90,000 to $180,000 inclusive of the Phase I & II ESA costs.

Description/Location Auto salvage yard with the intent of cleaning up the site for redevelopment
into a mix of commercial and residential properties.
Site Background From the 1850s until 1948, the property was used for farming. At that time,
a portion of the site was used as a salvage yard. The salvage yard, along
with a small auto rep_a_'~_ s_h_2p, op_era___t_e_~_o__n_.__l 5 acres of the 64-acre property.

15-acre site that contained a former auto salvage yard operation. The entire
parcel was comprised of approximately 64 acres of land, 49 of which were
farmland and wooded areas. The property also contained a two-stm3~
residential home, garage, and warehouse. Environmental investigations at
the site identified petroleum and metals impacts to shallow soil and ground
water related to the former salvage yard operation. Following the Phase I
and II investigations, ProSource prepared a Focused Feasibility Study, and a
Response Action Plan which were approved by the Minnesota Pollution
Control Agency's Voluntary Investigation and Cleanup program. As part of
redevelopment, cleanup of the property was conducted to remove the
environmental and health risk concerns related to the identified impacts.
Following cleanup, the property was redeveloped into a mix of commercial
(Super Target) and multi-family residential properties.

Description/Location Diesel engine remanufacturer with solvent release to soil and ground water.
Site Background Dealers Manufacturing Company remanuhctures diesel and gasoline
engines. In October 1988, a Screening Site Inspection (SSI) was conducted
under the supervision of the MPCA which revealed soil contamination
consisting primarily of hydrocarbons and heavy metals. Based on the
findings of this work, the Dealers site was included on the Minnesota
Permanent List of Priorities (PLP) in December 1990.
Project Approach Wade Carlson began working on this project in 1993. Initial work by him
included completion of a preliminary site characterization study (Phase I
Investigation) in spring 1994, which identified ground water contamination
at the site consisting primarily of TCE. Based on these results, a Detailed
Site Investigation and Focused Feasibility Study, which included work plan
preparation (Phase II Work Plan), a historical review of site operations, soil
probe investigation, drilling of soil borings, construction of ground water
monitoring wells, ground water sampling, report preparation, and
client/agency liaison, were completed during the summer of 1995. A
former sanitary sewer system sump, located within the building, was
identified as the primary source of contamination to soil and ground water.
Based on the findings, an Interim Response Action was implemented in fall
1995 and winter 1996 consisting of a down-gradient extraction well and a
vacuum vaporizer well or UVB well in the source area. ProSource was
retained by Dealers to continue site environmental cleanup activities in
October 1997.

additional side-gradient monitoring wells. Once
the new wells were installed, the extraction well
was then turned off and the relocated UVB was

Description/Location Phase I Environmental Site Assessment review and update. Entry of the
site into the Minnesota Pollution Control Agency's (MPCA) Voluntary
Site Background i The site consisted of over 100 acres of property with several commercial
i buildings and residential homes situated on it. The site was a part of a
i closed landfill site that had previously been owned and operated by a large
', multi-national waste disposal company. The City intended to acquire the
site for redevelopment. The City's proposed redevelopment activities
included road construction, utility placement and the construction of a
commercial industrial park, multi-family residential housing and a park.
The City wished to enter the site into the VIC program with the goal of
obtainin~&se__.v_e£a_l.._~ ~tTpes of assurance letters.
Project Approach ProSource's approach involved the gathering and review of existing
environmental investigation reports and data for the purposes of compiling
and summarizing the data, identifying areas of concern, and using this
information to conduct an updated Phase I ESA. In addition, ProSource
prepared updated maps of the site identifying the locations of ground water
wells, ground water flow direction and summaries of identified
contaminant concentrations. The existing data and updated Phase I ESA
report and maps, and a VIC application requesting "No Association" and
"Offsite Determination" letters for the City, were then submitted to the
MPCA's VIC program for review.

Site Background The Lakeshore East project is a large redevelopment and
environmental cleanup of a small executive golf course in
downtown Chicago. The soils at the site (mostly fill in an old
shipping slip) are impacted with Thorium. The golf course is
being redeveloped into a multi-use development including
skyscrapers, an elementaw school, retail, a six-acre park, and
townhomes.
Project Approach ProSource is part of a team overseeing the removal of impacted
soil from the site. Work has included surface gamma surveys,
excavation oversight, soil sampling, and material shipment and
disposal. In addition, ProSource conducted the site
characterization of the property across the Chicago River from
the golf course. This is currently a vacant property which is
planned to be redeveloped into DuSable Park by the City of

Site Background DuSable Park is a 3.5-acre peninsula between the Chicago River and the
Ogden Slip. The parcel was donated by developers in the late 1980s and is
now owned by the Chicago Park District. It was determined that sites near
the former Lindsay Light facilities could be contaminated by radioactive
thorium, and the EPA recommended testing at the proposed park. This
spring an agreement was worked out between EPA, the Chicago park
District and the Kerr McGee company to further test the soil at the DuSable
Park site.
