Re: Proposal to Update Planning Documents
Dear Mayor and City Council Members:
On behalf of Dahlgren, ShardloTM and Uban, Inc. (DSU), I would like to thank you for this opportunity to
submit this proposal to provide consulting planning assistance to the City of Columbia Heights. The
objective of the planning assistance will be to create and update planning and zoning application
materials, templates for community development staff reports and communications with applicants, and a
procedures manual for use within the Community Development Department.
OBJECTIVE OF SERVICES
DSU has been providing professional and knowledgeable assistance to Twin Cities communities for the
past 27 years in the areas of planning and urban design. As a result of our experience, DSU is very
familiar with the issues you are facing, and has the proven expertise to assist yOU in updating or creating
the following documents:
· Update Planning and Zoning Application Forms
· Create Planning and-Zoning Application Instructions and Checklists
· Create a Planning and Zoning Procedures Manual
· Create a customized Planning Report template
· Create a template Application Complete/Incomplete Letter
· Create a Findings of Fact template
KEY PERSONNEL
Ciara Schlichting, Planner. Ms. Schlicting will be available to provide the consulting planning services
described in the proposal and attend Planning Commission and City Council meetings as may be
necessary. She currently provides consulting planning support to the City of Vadnais Heights, duties that
include preparing zoning and code amendments and reviewing site plans, variances, plats, and lot split
applications.
Ellen Berkelhamer, AICP, Senior Planner. Ms. Berkelhamer will be available to provide additional
planning support as may be needed on this project. She assists communities with comprehensive

planning, zoning analysis, site plan review, preparation of EAWs and AUARs, and other community
development projects.
SCOPE OF SERVICES
Task 1. Update or Create Planning and Zoning Related Documents
DSU will prepare drafts of the planning and zoning related documents listed under "Objective of
Services" that are consistent with the goals and policies of Columbia Heights.
Task 1. Cost Estimate - $2,500.00
Task 2. Review Planning and Zoning Related Documents with City Staff
DSU will meet with Community Development Staff to review the draft planning and zoning related
documents and discuss revisions. Task 2. Cost Estimate - $500.00
Task 3. Revise Planning and Zoning Related Documents
DSU will revise the planning and zoning related documents based on discussions with Community
Development Staff.
Task 3. Cost Estimate - $1,000.00
Expenses
The City will reimburse DSU for all direct expenses relating to the professional services described above
according to the attached Standard Rate Schedule. These expenses may include mileage, delivery
charges, reproduction charges, fax, long distance phone, and other typical and normal expenses associated
with the planning work. Any unusual or large expenses will be approved in advance by the City
Administrator.
Renewal
DSU reserves the right to renegotiate this contract after one year to account for revised billing rates.
BILLING
All costs incurred under any of the items in this contract will be payable to DSU upon receipt of a
monthly invoice showing the work completed during the previous month and the cost of that work,
including any expenses. A service charge of one and one-half percent (1.5%) will added to each invoice
not paid within thirty (30) days. DSU is required to submit its monthly bill by the 5th day of the month.
Invoices for service are to be submitted within sixty (60) days of the service performed and all invoices
for services performed on an hourly basis shall include a description of the work performed, the amount
of time spent, the name(s) of the person(s) performing the work, and the date the work was performed.

TERMINATION
This contract may be terminated by thirty (30) day written notice of either the City or DSU. In the event
of termination, the City agrees to pay DSU for the work completed and expenses incurred up to that point.
