SUBJECT: Request for 2:00 a.m. Bar Closing

As each of you is aware, Ken Kautz, club manager of Star Central Bar and Grill, submitted a letter to the
City Council on behalf of Star Central's owner Bruce Hilsen requesting the City Council consider
moving to a 2:00 a.m. bar closing.
Because of this request, I have checked with the cities around us to see what they are doing reference this
issue. St. Anthony Police reports they currently have no on-sale establishments and have not changed
their current 1:00 a.m. closing. They do not plan to address this until they have an on-sale establishment
some time in the future. Fridley Police Department reports they have enacted a new ordinance that
allows on-sale liquor establishments to apply for extended hours and they are looking at these
· applications individually as they come in. Their ordinance also has a sunset provision in 2006 and their
city council will be looking at the ordinance at that time to detem~ine if they wish to continue xvith it or
not. There is also a provision for an additional fee for this privilege, but the council has not set the fee at
this time. I was advised that two of their on-sale establisl~nents have applied for and have been given
permission to stay open until 2:00 a.m. At the time of this memo, I have not heard back from the New
Brighton Police.
I have looked at a very narrow picture of DWI activity in our city near Star Central during the year 2003.
We looked at DWIs occurring from 37th to 45th on Central Avenue between 1:00 a.m. and 3:00 a.m.
There were 32 DWI arrests in 2003 in this area. I think it is safe to conclude that these arrests would
probably move to 2:00 a.m. if the bar closing were moved to that time. With our current schedule, this
would create additional overtime in order to process these DWIs. I would estimate that a routine DWI
takes one and one-half to two hours to complete.
At this time, the department's schedule is built around a 1:00 a.m. bar closing. Our shifts run as follows:
7:00 a.m. to 5:00 p.m.
Special shift, noon to 1:00 p.m.
5:00 p.m. to 3:00 a.m.
9:00 p.m. to 7:00 a.m.

As you can see from this schedule, we have a minimum of four officers on the street from 10:00 p.m. to
3:00 a.m. With a 1:00 a.m. bar closing, the bar rush and drunk driver rush is under control by 3:00 a.m.
This is not to say that there are not drunk drivers after 3:00 a.m. It is saying that the bulk of the bar
business--including drunk drivers, bar fights, domestics, detoxification, runs from over consumption,
public urination in the parking lots, etc.--takes place during the hours of 10:00 p.m. to 3:00 a.m. when
we have our highest number of officers available. If we change to a 2:00 a.m. closing, this pushes
everything forward for us, which would result in paying overtime or major scheduling adjustments.
I personally do not agree with the 2:00 a.m. bar closings, as I believe all this does in encourage additional
consumption and creates an even more dangerous bar closing environment. I would ask the City Council
to consider leaving bar closing at 1:00 a.m. so that we may continue to adequately cover the bar rush
time.
If the Council decides to push the time forward to 2:00 a.m., I would ask that we proceed as the City of
Fridley has, requiring each bar to apply for the extended hours and charging an extra fee for staying open
later. I would also ask that we sunset any ordinance change so that if we find this process does not work,
the extended hours ordinance will simply go away. I will report back annually to the Council on the
number of incidents or issues we have related to the 2:00 a.m. bar closing. Lastly, if we were to give
Star Central an extended hours permit, I would like to see it conditional to all music stopping at 1:00
a.m. We have a long history of noise complaints with this location from the senior building located
behind this establishment. I think the seniors deserve to have 1:00 a.m. as the breaking point for noise in
the area.

Dear Columbia Heights City Council,
We believe Star Central has tried very hard over the last 10 months to become a
good neighbor to the Columbia Heights Community. We have taken many steps
to improve the sound problems of the previous owner and hosted Senior Citizen
Luncheons to improve relations with our close neighbors. We have worked very
hard to educate our personnel to take a more kinder, gentler approach to our
patrons who may be experiencing a difficult evening. In short, we have tried to be
cooperative, community aware and prove ourselves capable of working within
the system.

communities ability to serve our customers until 2am per the recently enacted
State Statute. At approximately 11:30pm, our customers begin their pilgrimage to
locations that better serve their needs. We want to be the location of choice for
our patrons. We are asking the City Council of Columbia Heights to enact the
2am close to allow us to more fully compete on a level playing field with our
competition.

Tom,
We no longer have any on sale establishments in St. Anthony, except for a
wine and cheese shop that keeps very conservative hours. The Apache Wells
was torn down years ago, and the Stonehouse was recently demolished as part
of a redevelopment project. We still have 2 liquor stores, and a
bar/restaurant is supposedly coming.

There's no fee specified for the City yet. We're going to evaluate that
if and when the ordinance is made permanent in 2006, based upon finance
and police expenses due to the late hour closing.

Second reading of an ordinance amending Chapters 602,603, and 606.
This memo provides for the second reading of ordinance revisions amending Chapter 602, Chapter
603, and Chapter 606 of the Fridley City Code. This will allow establisl2nents licensed for on-sale
beer, on-sale liquor, and on-sale clubs to apply for permits to extend their hours of sale until 2:00 a.m.
The first reading was held during the August 23, 2004 meeting of the Fridley City Council. The
ordinance has been revised as directed by Council during the first reading. The revised language
clarifies the requirement for holders of Late Hour License Endorsements to submit semi-annual
certification of their ratio of food sales as a part of total sales. Establishments holding licenses to sell
liquor that do not apply for a Late Hour Endorsement will continue to be required to submit annual
certification of their food sales as part of total sales at license renewal.

AN ORDINANCE AMENDING THE FRIDLEY MUNICIPAL CODE BY ALLOWING
CERTAIN HOLDERS OF LIQUOR LICENSES TO SELL INTOXICATING LIQUOR
UNTIL 2:00 A.M.
The City Council of the City of Fridley, Minnesota, hereby ORDAINS:
That Chapter 602 of the Fridley City Code shall be amended to include the following language:
602.02 LICENSES REQUIRED
6. Late Nitht License Endorsement
An On-Sale license may be amended to include a Late Night License Endorsement subject to
the terms and conditions imposed by the City Council within its discretion and otherwise in
accordance with the provisions of this Chapter. No person may sell any beer under any pen2it
issued pursuant to this chapter after 1:00 a.m. without first obtaining a Late Hour License
endorsement. No Late Night License Endorsement shall be effective after April 30, 2006.
602.05 GRANTING OF LICENSES
3. Late Night License Endorsement.
An On-Sale license may be amended to include a Late Nitht License Endorsement subject to
602.09

than the licensees or their employees, to remain on a licensed premises for which a Late Hour
Endorsement has been ~anted by the City, nor shall there be any consumption by any persons.

That Chapter 603 of the Fridley City Code shall be amended to include the following language:
603.02 LICENSE REQUIRED
No person, except wholesalers or manufacturers to the extent authorized under State License,
shall directly or indirectly deal in, sell, or keep for sale any intoxicating liquor without first
having received a license to do so as provided in this Chapter. No person shall sell any
intoxicating liquor on Sundays without obtaining a separate license for Sunday sales, as
required by Minnesota State Statutes. No person shall sell any intoxicating liquor after 1:00
a.m. without obtainin~ a special Late Hour License Endorsement for an existing liquor license
as provided in this Chapter. No Late Hour License Endorsement ~anted pursuant to this
Chapter will be effective after April 30, 2006.
603.06 SUNDAY AND LATE HOUR LIQUOR SALES
The annual license fee for "Sunday Liquor Sales" shall be provided in Chapter 11. The annual
fee for a license endorsement for Late Hour Liquor sales after 1:00 a.m., but before 2:00 a.m.,
shall be provided in Chapter 11. These fees are in addition to the fee charged for an "on-Sale"
license. All provisions of this Chapter pertaining to the "on-Sale license shall apply to the
"Sunday Liquor Sales'" license, and the Late Hour Endorsement, insofar as practicable.
603.07 GRANTING OF LICENSES
2. Renewal Licenses
At the earliest practicable time after application is made for a renewal of an "on-
sale" license, and in any event prior to the time the application is approved by the
City Council, the applicant shall file semiannaally with the City Clerk a statement
made by a Certified Public Accountant that shows the total gross sales and the total
food sales. A foreign corporation shall file a current Certificate Authority.
603.10 CONDITIONS OF LICENSE
19. At the time of application for renewal of application of an "on-sale" license mxd an'r' Late
Hcar Endcrsement tc t!:at !iccnse, the applicant shall submit proof to the City that the
minimum percentage provided in Section 603.10.18 of the gross sales, derived from the sale
of food and intoxicating liquors of the establisNnent, for which the "on-sale" license cr

Late Hour License Endorsement
In addition to any other reportin~ requirement that may be imposed by the municipal
code, any licensee holding a Late Hour License Endorsement shall also provide proof
to the city that the minimum percentage provided in Section 603.10.18 of the ~oss
sales, derived from the sale of food and intoxicating liquors of the establisN2ent, for
which the "on-sale" license is to be used, is in the serving of food. "Proof' for
purposes of this section, shall consist of not less that a statement of accuracy, attested
to by a certified public accountant, accompanying a verifiable, semiam~ual report of'
sales receipts based upon acceptable and recognized accounting and bookkeeping
standards. Separate statements are required for a license renewal and the renewal of

any Late Hour Endorsement to that license.
HOURS OF OPERATION
2. Notwithstanding the foregoing, a sale of intoxicating liquor for consumption may occur on
a licensed premises between the hours of 1:00 AM and 2:00 AM if the licensee has been
granted by the City a Late Hour Endorsement for that license. No sale of intoxicating liquor
for consumption on any license premises for which a Late Hour Endorsement has been
granted by the Ci_ty shall occur between 2:00 AM and 8:00 AM on the days of Monday
through Saturday. It shall be unlawful for any persons or customers, other than the licensees
or their employees, to remain on a licensed premises for which a Late Hour Endorsement has
been ~anted by the City, nor shall there be any consumption by any persons, including the
licensees and their employees on such premises, more than one half-hour after closing of
operations for that day and, in no event, later than 2:30 AM.
That Chapter 606 of the Fridley City Code shall be amended to include the following language:
606.02 LICENSES REQUIRED
No person shall sell, deal in or dispose of by gift, sale or otherwise, any liquor without first
having obtained a license to do so from the City Council; provided, however, that this section
shall not prohibit the given or serving thereof to guests in a private home, shall not prohibit
the sale thereof by a manufacturer or distributor to a person holding a license thereunder, and
shall in no way effect the operation of the municipal liquor stores. In addition to the
foregoing, no person shall sell any intoxicating liquor after 1:00 a.m. without obtaining a
special Late Hour License Endorsement for an existing liquor license as provided in this
Chapter. No Late Hour License Endorsement granted pursuant to this Chapter will be
effective after April 30, 2006.

Tom - Bob has asked me to respond to this question. Champps and Jake's
are the only two restaurants/bars that are licensed to be open until 2
am; and, Champps is only open until 2 am Thurs-Sun.
We have 4 other restaurants/bars that still close at 1 am. I did not
count the restaurants that have just wine licenses as they tend to close
by 10 pm. (Not much night life there!i)
I will fax you the ordinance. Let me know if you need anything else.

Item: Lead Water Service Replacement
Background:
A property owner in the Zone 7A construction area appeared at the Assessment Hearing in October
with concerns about the cost of replacing the lead water service from the stop box to the house. In
accordance with State and local regulations, lead water services must be replaced within one year of
discovery.
Council directed staff to present options for financing the replacement of these services and to invite
the five (5) affected property owners from the 2004 program to a future work session.
Analysis/Conclusions:
Our work in the Street Rehabilitation Program indicates that the number of lead water services from
the stop box to the house is small. We had 5 in 2004, but fewer in each of the previous years since
street rehabilitation construction began in 1997.
Several cities were surveyed concerning this issue. During a street construction project, about half
of the surveyed cities allow the cost of replacing the service on the property taxes through an
assessment process.
Options for lead service replacement are presented as follows:
1. No Change from past practice.
Homeowners would be responsible for hiring a contractor and paying for the work.
Public Conduct Work with Financing Options.
a. The City would conduct the work and assess the property owner over a period of time. Since
we would be working on private property we would need to arrange for access, in writing.
The work would then be done as part of the street reconstruction project.

The work could also be bid separately on an annual basis, similar to our Miscellaneous
Concrete Program. This would involve a public bidding process. After City approval of the
low-bid submitted by responsible bidders, the work could be conducted and assessed to the
property owner. An issue with this type of arrangement would be the requirements of the
429 process (public hearings). A Waiver of the 429 Process could be used when signed by
the affected property owners.
c. Interest rates and terms for the assessment period could be established exclusively for this
work.
Requested Action: Direction on the desired alternative to accommodate lead line service
replacements.

ROSEVILLE: In 1987 the City replaced the last section of lead pipe within City right-of- way. The City paid for
and replaced the portion from the main to the property line. It is unclear if the property owners ever replaced the
line from the property line to the house.
City code is that the water and sanitary service from the main to the house is the property owner's responsibility.
When we are reconstructing a street, and a homeowner wants to replace their service as a part of the project we will
provide assessment as a possible way to finance their improvement. The payoff time is 10 years. If they are doing it
outside of a City project, we will not offer them this option.
MAPLEWOOD: No longer owns our water system. We have an agreement that St. Paul Regional Water
Services (SPRWS) owns and operates our entire water system. Their program, which we experienced in one of our
reconstruction projects last year, provides for the utility to replace the service between the main and the stop box.
While we haven't incorporated any projects in the past five years, Maplewood would allow a property to replace
their lead water service between the stop box and the house on to have the cost assessed back to them over a 7-year
period. This is a SPRWS program that we would follow, we just haven't used it.
MENDOTA HEIGHTS: We only replace services when the watermain is replaced. The city pays for the
portion of the service from the main to the stop box. The portion from the stop box to the house is the homeowner's
responsibility.
PRIOR LAKE: When I worked in Prior Lake, we had a project where we gave residents the option of replacing
their services all the way into their house and we did add that amount to their assessments to be repaid over a 10
year period.
SOUTH ST. PAUL: In South St. Paul when we rebuild a street we investigate the condition of the water and
sewer service lines. If the water service is lead we replace it and assess 100% of the costs the homeowner. It is
spread over 10 years, but it is normally in addition to their street assessment. We have, on occasion, and with a
signed agreement, gone all the way up to the house with our contractor doing the work, but that is very rare.
We have no program for reimbursement of work homeowners do on their own or with their own contractor.
We have in the case of financial hardship done it for a homeowner on an emergency basis and charged it over three
years to their utility bill at 7% interest.
We are contemplating taking over the service lines from the property line to the main in the street. Currently the
owners are responsible for all costs all the way to the main in the street.

Background:
On September 27, 2004, the City Council authorized staffto seek proposals for architectural services for various building
maintenance needs at the Municipal Service Center (MSC). City staff prepared a Request for Proposal (RFP) for architectural
services distributed to 11 firms. Six firms submitted proposals with five meeting the requirements of the RFP. Phillips Architects'
proposal did not meet the requirements of the RFP. Copies of all six proposals are attached for review.
Analysis/Conclusions:
The MSC building was generally well designed and has served the needs of Public Works and the City. Based upon meeting future
City needs, demands, and Public Works operations, a major expansion of the primary facility is not anticipated. But over the course
of the last 4 - 7 years, staff has identified significant maintenance and use deficiencies in the MSC building. Addressing theses needs
in one comprehensive project is intended to maintain and preserve the use of the facility for the next 25 years, and correct current
maintenance deficiencies of the facility. To accomplish this, Public Works has been contributing to the Capital Improvement-
General Government Buildings Fund 411 over the last five years to establish funds to provide for the identified maintenance needs
for the Municipal Services Center (MSC). As presented in past budget discussions, Public Works proposed to set aside
approximately one half the cost of the necessary work and then proceed to plan preparation and construction. Staff has estimated the
total cost of the project at $750,000, with over ½ or approximately $450,000 of that now established in the Building Fund. The
proposed project schedule has construction plan development this spring, early summer bidding, a mid year 2005 construction
project with completion by the end of the year.

A detailed roof analysis was conducted in 2004 that details why the roof cannot be repaired and is in need of replacement. A copy of
that report is attached. The City also conducted a HVAC study that details the problems we are having with our system, especially in
the negative pressures that exist in the building. A copy of the summary/recommendations is attached. The Building Official also
commented that the negative pressures can draw moisture into the building envelope, further contributing to the exterior degradation
of the masonry. Comments received by several of the architects looking at the building during their site visit(s) speculated that weep
holes in the masonry are not draining properly, exacerbating the moisture and degradation of masonry. Our current electrical service
into the building is overburdened and does not have any space for any additional circuits nor expansion. The total project budget
only focuses on what we feel are absolute essentials and is not all inclusive of the staff identified, or complete maintenance needs of
the building. What is not included in the project budget is environmental issues and hard surfacing of the basement floor, window
replacement in the shop repair bay areas, replacing fueling pumps and dispensers, correcting the welding bay ventilation, inadequate
on-site conference room space (space needs study recommendation), and replacing the galvanized water lines in the entire building.
Prior to the RFP submittal date of January 28m, 4 of the 6 firms that submitted proposals requested building tours and to meet with
stafffor further information (Hay Dobbs and Phillips did not request a meeting). Public Works staff and the Building Official have
reviewed each of the proposals and prepared a ranking grid based upon the criteria given in the RFP. On this basis, City staff is
recommending the firm of Buetow and Associates to perform the MSC Architectural Services. Buetow presented a good
understanding of the project, had excellent reference letters from other communities, and was the lowest responsible firm meeting all
of the conditions of the RFP. We feel that Buetow has a demonstrated history designing a project within budget and has very good
experience in the completion of similar projects in the Metro Area. As a matter of fact, three of their recently completed projects
were Public Works renovation/remodeling projects of similar size and scope. Seventy percent of their work is involved with
renovation, remodeling and building addition projects. Buetow was also the firm that conducted the Space Needs Study for the City
of Columbia Heights in 1999 and is familiar with the Public Works operations. The estimated cost from each Architect is shown on
the ranking sheet. The attached table illustrates the estimated hours by each consultant and what the corresponding average hourly
rate would be.
Funding for the project is as detailed in past budget discussions: staffwould propose to use $450,000 already set aside in Fund 411,
and then use internal borrowing from Fund 411 for the balance, and Public Works paying back the internal loan over the next 4
years.
Recommended Motion: Move to waive the reading of Resolution No. 2005-08, there being ample copies available to the public.
Recommended Motion: Move to adopt Resolution No. 2005-28 and accept the bids for Architectural Services and award the bid
to Buetow & Associates of St. Paul, Minnesota, based on their qualified bid in the amount of $54,750; and, authorize the Mayor and
City Manager to enter into an agreement for the same.

This is to confirm my recent closed inspection of your Public Works Garage roof area. As per your request please
find enclosed report of the conditions present and our recommendations for corrective repairs.
The ex/sting system is composed of a concrete deck (preformed), Urethane insulation, four ply asphalt and gravel
roofing system with most of its gravel still in place, 4-6 inches of expanded poly styrene (bead board) loose laid,
with a 45 mill E.P.D.M. robber roo£mg system. There is moisture trapped between the single ply and original roof.
The field seams are starting to separate in most areas. The glue they used to seam is water soluble glue that fails
with constant contact with water. The entire system is shrinking dramatically as is evidence from the metal edge
detail and how it is being pulled up onto the roof.
RECOMMENDATIONS:
There are several reasons that this roofmg system can not be repaired and must be replaced at this time.
The first reason is that the roofing system is shrin!dng and will continue to shrink after repairs are made. The
second reason is the live load of the present system may very well exceed the load limits on the deck. The old
roofing system weighs approximately 6-8# and the EPDM system weighs 14-20 #, if you add the weight of the A/C
units, and add a snow load you could be over or right at the capacity of the deck. The third reason is that the average
life of an EPDM system in the USA (according to Project Pin Point done by the NRCA) is 11 years. Once the
membrane gets that old we will see tiny pin holes develop in the system creating phantom leaks.
There are three systems that I would recommend you considering. The first system is as follows:
1. Remove both roofs down to a clean deck and examine for deterioration (none expected). If
damage is found contact the specifier as soon as possible.
2. Install a slope to drain isocyanerate insulation system meeting current codes. Adhere the
insulation using a 100% layer of low rise urethane foam. Hold board in place until the foam has
flashed off. An optional way would be to install a two ply vapor barrier with a premium asphalt
and polyester ply base sheet materials.
3. Install a ½" layer of fiber board over the top of the isocyanerate insulation staggering all joints
using a hot layer of Premium Asphalt with 100% coverage.

4. Install one layer of coated or uncoated polyester felt via mopping into fresh premium asphalt.
5. Install three plies of type IV felt as per specifications using premium asphalt.
6. Install a flood coat of premium asphalt broadcasting fresh clean gravel meeting ASTM 1863
type 7 or 8 at a rate of 450 -500# per 100 sq. ft.
7. Install a mineral surfaced APP modified two ply flashing meeting the specification
requirements.
8. Install overflow scuppers to meet code (no less than two) including down spouts.
9. Install roof crickets where needed to accommodate the proper flow of water.
10. Furnish a ten year warranty covering the entire roof system from the deck up. Pro ratings and
dollar 1/mits will not be acceptable. All subsidiaries must have parent company issue and sign
the warranty.
11. The entire system must meet FM Global requirements in all categories.
12. Install Ky-nar coated per/meter fascia, and interior counter flashing metals in accordance with
SMACNA and the NRCA. The metal must be included in the warranty.
13. Budget for this type of roofing system approximately $7.35 per foot or approx/mately
$228,000.00 plus the A/C & heating unit.
The second system is identical to the first except for the flood coat of Emulsified Coal Tar that will give you twice
the life of an asphak product because water does not deteriorate the Coal Tar Coating like it does any asphalt
product. The budget would increase another $20,000.00 aprox. Or $.65 per foot for a total sq. ft. price of $8.00 or
$248,000.00 for the total roofmg project plus the A/C & heating unit.
The third system would be identical to the first two except using modified asphalt in place of premium asphalt. This
would increase the price of the roof an additional $21,000.00 approximately or $.68 per sq. ft. for a total of $8.68 per
sq ft. for a total roofing project cost of $269,000.00 plus the A/C & heating unit.
The third system is the system we used on the Police Station - Fire House & the Park Villa roofs. It is a 35 yrs. +
service roof that will perform well and can be restored after 35 years to get another 20 years. The second system
will give you 25 years of service and can then be resurfaced to get another 10-15 years. The first system will give
you 18 years of service and then it can be restored for an additional 10-15 years.
The cost per sq. ft. per year is the most reasonable for the third type of roof with modified asphalt and a coal tar
flood coat @ $.25 cents per ft. per year. The next most economical system is the second type of roof with the
premium asphalt and coal tar flood coat for a cost per year per foot of $.32. The second one seems to fit your budget
needs the best. The cost per sq. fr. of the first system is$.41 per sq ft. per year. A single ply system would be in the
$.55 - .60 range with interim problems.
I do not know at this t/me what you're A/C heater unit will nm however, I will fmd out in the near future.
The size of this project dictates that we will need an Architect to review and approve the specification. Unless one
of your civil Engineers would work with me to save the 5 to 7% fee. That fact alone will increase the budget by
$12,000.00 to $17,000.00. The State of MN says any project over $35,000.00 must have an Architect or Engineer
oversee the specification preparation.
I have asked RHA Architects to submit a quote to you. We have used them in the past successfully on the Park
Plaza and the City Hall. Their insurance like everybody else's has gone up considerably. However, I think he will
do it for around the 5% figure. If we can do this in house let me know as soon as possible.

EXECUTIVE SUMMARY
The City of Columbia Heights Public Works building is a two story building consisting
of garages on two levels and an office area. Diesel trucks and road construction vehicles
are stored in the lower level garage. Cars and light trucks are stored and maintained in the
main level garage. The main level also includes a paint booth, a welding hood, flammable
storage and miscellaneous storage. The office area is adjacent to the main level garage
and includes a mezzanine.
The building has a long history of pressure-related problems resulting in odor problems
and staff complaints. Doors are difficult to open and odors from diesel equipment and
vehicle exhaust infiltrate to the office area.
The pressurization problems are the result of air balance between the three main areas of
the building: the lower level garage, the main level garage and the office area.
We have recommended the following system renovations to correct the pressure
problems:
1. Ventilating equipment in both garages should be rebalanced.
2. The blower motor of make-up air unit MAU-1 in the lower level needs to repaired
and may need to be replaced. The unit trips on overload. Rebalancing the unit by

3. Diesel sensors should be installed in the lower level where diesel-engine vehicle are
operated.
4. We recommend the replacement of one make-up air unit in the main level garage with
one make-up air unit of higher capacity and a variable speed drive controlled by a
static pressure sensor in the space. This approach, referred as dynamic, will
automatically adjusts the pressure in the building with respect to the outside by
modulating the differential between the amount of supply air and the amount of
exhaust air to accommodate for pressure fluctuations caused by intermittent exhaust
loads and varying wind effects on the building.
5. The controls should be reviewed and modified to allow a proper air balance in the
building.
6. The office area ventilation system should be reviewed and modified to separate it
from the garage area. It will require ductwork modification and air rebalance. Transfer
air ducts will need to be installed. The roof top unit minimum position of the outside
air damper will need be reset. The supply ductwork system will need to be
rebalanced.
We recommend that all modifications be implemented in the near future. The
modifications should help reduce the pressure fluctuations in the facility.

Background:
Existing Unit #23 is an Ingersol Rand 5-ton pavement roller purchased in 1991 for $23,400, with a projected life expectancy of 10
years. This vehicle is powered by a diesel engine and has recorded hours of 1,326. It is used as the primary pavement roller for
compacting hot mixed asphalt and bituminous pavements and can be used for compacting the subgrade materials prior to paving.
Over the last couple of years, vehicle maintenance and repair records indicate that $4,269 has been spent on Unit #23. The Shop
Foreman has rated the condition of this vehicle as poor. The 2005 Streets Department Capital Equipment Budget has allocated
$22,000 for the replacement of unit #23.
Analysis/Conclusions:
Public Works staff has carefully reviewed past, current and projected use of Unit #23. A summary of those findings is as follows:
Unit #23, Ingersol Rand 5-ton pavement roller is in poor operating condition. Both the front and rear roller drums are
dented and cracked. These drums have been repaired by welding and patching multiple times and are now beyond repair
and must be replaced. The estimated cost of replacement is $9,000, plus installation. The hydraulic system is also in poor
condition and the estimated cost of repair is $2,000-$3,000.
Staff recommends replacing Unit #23 with a Bomag BW 120AD-3 diesel powered 5-ton roller. It is available off the State of
Minnesota purchasing contract, through Sweeney Brothers, in the amount of $15,850, plus tax. Due to condition of the existing
pavement roller, it is recommended to trade in the Ingersol Rand roller. Sweeney Brothers has offered a trade-in value of $2,000
for the unit, which staff recommends, bringing the purchase price down to $13,850 plus tax.
Recommended Motion: Move to approve the Capital Equipment Replacement of Unit #23, an Ingersol Rand 5-ton pavement
roller, with a Bomag BW 120AD-3 5-ton roller from the State of Minnesota Purchasing contract, held by Sweeney Brothers of
Burnsville, Minnesota, in the amount of $15,850, plus tax, subtracting a trade-in of $2,000; with funding appropriated from the
Streets Capital Equipment Fund 431-43121-5180.
