BACKGROUND: The School Board/City Council Task Force has recommended that the City work with the
School District to merge newsletters and create one document to reduce overall cost. The City currently puts out
the 24 page Heights Happenings four times a year at a yearly cost of $18,620. The School District puts out an 8
page newsletter three times a year at a yearly cost of $6,600.
Rapid Graphics, the printer the City currently is using, has indicated that there could be a cost savings from the
postage if the newsletters were combined. They did indicate that we could see a slight increase in our current
postage with the page and weight additions.
Staff has several concerns regarding this merger:
1. The School District newsletter is mailed to all residents that reside within the district boundaries.
Approximately one third of the district resides in Fridley. Staff questions whether Fridley residents would
be interested in the City of Columbia Heights information. This would increase our mailing numbers by
approximately 3,300.
2. Having three entities, the City, Recreation Department, and the School District, all in one docurnent would
make the newsletter more difficult to read and limit vital cover space to one or all. The City newsletter
currently has a lot of information from the City departments. Staff feels that by adding more information
the readability would be affected.
3. Liquor advertising would come into question. The School District would probably not want to have liquor
ads with school information. Our City Liquor Manager has indicated the liquor stores would like to
increase advertising rather than eliminate it completely.
4. Staff time required to coordinate this effort would increase considerably. Staff currently spends many
hours working with all City Departments to gather information. Working with the School District would
take more time and make the project that much more difficult.
5. Timelines are currently different from the City and the School District. Most of these could be adjusted
somewhat on both sides. The School District is required by law to send an am~ual report out by mid
October. This has been a 12 page document. The district has indicated that they probably would mail this
report on their own.
6. The School District Newsletter is a higher quality publication in both print and appearance. It is easier to
read and utilizes tine allotted space well. Their newsletter is printed on a sheet fed press as the City
newsletter was in years past.
CONCLUSION: Staff is requesting direction on the newsletter and whether the City Council feels that we
should continue to pursue this merging with the School District.

BACKGROUND
The State of Minnesota has awarded the contract for the delivery of police vehicles for 2004. This
award is to Superior Ford, Inc. of Plymouth, Minnesota. The base vehicle price listed in the award for
the full size sedan is $19,469. As in past years, the deducts for the full size sedan include, but are not
necessarily limited to, engine block heater and rubber floor mats instead of carpet. Add-ons include
left side spot light, courtesy lamps disabled, power fi'ont left seat, white roof and doors, remainder of
car black, driver/front passenger door lock control, rear handles inoperative, lamp pre-wire group, and
driver/front passenger window control. After the deducts and add-ons, the price of the car comes to
$20,595.
Two each 2004 Ford Crown Victoria vehicles: 4 door, base price with add-ons and deducts
Plus sales tax 6.5%

ANALYSIS/CONCLUSION
It is our recommendation to the council that our new marked police vehicles be purchased from
the State of Minnesota bid, which has been awarded to Superior Ford of Plymouth, Minnesota.
RECOMMENDED MOTION: Move to authorize the purchase of two 2004 Ford Crown Victoria
police vehicles per the State of Minnesota bid, with funding to come from 431-42100-5150 in the
amount of $41,190, and that the Mayor and City Manager are authorized to enter into a contract for
same.
