Hansen ~)~// BY: THE 2004 ZONE 7A STREET REHABILITATION DATE: 3/3/04 ~ DATE: PROGRAM Background The City Council accepted the feasibility report and ordered an Improvement Hearing for March 9~ at their meeting of February 9, 2004. The original Zone 7 area includes California Street to University Avenue, from 37th Avenue to 45~ Avenue and University Avenue Service Road to Central Avenue from 37th Avenue to 40th Avenue. Based on discussions with the City Council in January, Zone 7 was divided into two areas. Zone 7A will be considered for rehabilitation in 2004. Due to the size of Zone 6B and required City Infrastructure Fund Contributions, 7th Street was delayed until 2004 and will be included with Zone 7A. All other streets in Zone 7 not rehabilitated in 2004 or 2005 will be seal coated in 2005 or 2006. The Zone 7A Street Rehabilitation improvement area is bounded by Central Avenue on the east, 37t~ Avenue on the south, University Avenue Service Road on the west, and 40t~ Avenue on the north. Staffheld an Informational Meeting March 3, 2004 at City Hall from 6:00 P.M. to approximately 8:00 P.M. Copies of the Feasibility Reports~are available to the public at this meeting. Analysis/Conclusions: Distributed at the February 9, 2004 regular City Council meeting was the Feasibility Report that details the scope of work and estimated costs for Street Rehabilitation in Zone 7A. The report details the rehabilitation strategy for Full Reconstruction. The report recommendations for Zone 7A with the 7th Street are summarized below: Rehabilitation Strategies: Staff utilizes three methods in evaluating the condition of the street and then determining the appropriate treatment. The following is a listing of streets with the recommended treatment: FULL STREET RECONSTRUCTION 7th Street Quincy Street Quincy Street Jackson Street Van Buren Street 40th to 42nd Avenues 37t~ to 39th Avenues South of 40th Avenue 37th to 39th Avenues 37t~ to 39t~ Avenues Other rehabilitation strategies such as hot or cold-in-place recycling have been investigated. These recycling methods are best suited for work on roads without utility construction work or curb and gutter. The in-place recycling methods grind up the ex/sting paving and base materials and leaves those materials in place as new base. A biturrfinous mat is paved over the ground up materials. Excavating with/n the street area to facilitate utility installation would disturb and possibly contaminate the new base. Also, with cold in-place recycling, the new bituminous mat raises the elevation of the roadway usually making it incompatible with the curb and gutter. Therefore, these strategies are not recommended by staff. Utilities Replacement: Utilities have been reviewed in Zone 7A and the attached map represents where staffis recommending replacement and/or repairs. Staff utilized in-line televising, h/story of water main breaks, leakage testing (independent testing), and previous engineering reports in determining utility replacements. Hansen BY: THE 2004 ZONE 7A STREET REHABILITATION DATE: 3/3/04 DATE: PROGRAM 7A PUBLIC IMPROVEMENT HEARING Continued - Page 2 Sanitary Sewer: The lateral and tnmk lines have all been cleaned and televised in Zone 7A and the manholes have been inspected. Sanitary sewer main repairs will be more extensive than in years past. At some locations, the private sanitary sewer service pipe has settled away fi:om the connection to the sanitary sewer main. (This connection is commonly referred to as a "wye".) Staffis estimating approximately 20 service connections will need to be replaced. In accordance with the City ordinance this is owned by the homeowner and will be assessed similar to the water service. Only minor repairs are needed on the manholes. Storm Sewer: Storm sewer construction is proposed to help alleviate the flooding on Van Buren Street properties. In addition to the removal of the home at 3942 Van Buren Street, a relief line will be extended to Huset Park. A minor storm sewer extension is recommended on 7th Street north of 40th Avenue to provide additional inlet capacity and pick-ups due to the size of the drainage area. Minor work on catch basins and pipe within the construction area will be conducted where necessary. Water Main: Water main replacement is recommended in Zone 7A to address age of pipes, history of water main breaks, and inadequate sizing. Due to the age of pipe (1916), lateral lines are recommended for replacement, on the following streets: Quincy Street, Jackson Street and Van Buren Street, 37~ to 39th Avenues. Due to water main break history, a new lateral line is recommended for Jackson Street, 39th to 40m Avenues. Staff is also recommending evaluating the water service lines in these three streets and replacing any service lines that are sub-standard. Assessment Methodology: Street Rehabilitation Zones 1, 2 and 3 all followed the existing assessment policies for each area. Under the 1999 Alley Construction Program and the Zone 4 through 6 Street Rehabilitation Program, a 'h_mit" assessment methodology was employed rather than using a "front foot" rate basis. The area of Columbia Heights west of Central Avenue is essentially a block type development pattern with streets and avenues. The existing assessment policy for this area would involve "street" assessments and "avenue" assessments. The "street" frontage (typical front of property or where driveway access is) would pay a particular rate for the full fi:ontage for that type of treatment (n~fill & overlay or full reconstruction, for example) used on that street. That same parcel would pay a reduced rate for the avenue for the full frontage. Staff is recommending a unit basis assessment methodology in reconstruction areas as it has been my experience that the court system has accepted tiffs rationale fi:om an appeal basis, in that residential parcels generally benefit equally from the same improvements. Going to a uint basis methodology would still create different rates for half a block; dependent upon the type of treatment the adjacent avennes receive. Full street reconstruction $1,332,500. 2. Utilities $ 250,000.* Project funding is proposed as follows: o Assessments $ 780,000. o Infrastructure Fund: $ 552,500. o Sanitary Sewer Fund: $ 50,000. o Water Construction Fund: $ 200,000. * The costs and associated funding for utility work will be determined during the £mal design. Past Assessments: Zone 7A does not have areas that have had improvements assessed in the recent past. Other Issues: To facihtate street reconstruction with new concrete curb and gutter, some boulevard trees will have to be removed. Staff typically marks these in the field prior to construction so that any issues or replacements can be discussed with abutting property owners. Recommended Motion: Move to Waive the reading of Resolution No. 2004-13, there being ample copies available for the public. Attachments: Resolution Informational Meeting Agenda Assessment Rates Map Public Improvement Heating Notice COUNCIL ACTION: RESOLUTION 2004-13 BEING A RESOLUTION ORDERING IMPROVEMENT AND THE PREPARATION OF PLANS FOR ZONE 7A STREET REHABILITIATION CITY PROJECT 0402 WHEREAS, Resolution 2004-07 of the Columbia Heights City Council adopted the 9th day of February, 2004, f~xed a date for a Council hearing on the proposed improvement bounded on Central Avenue on the east, 37th Avenue on the south, University Avenue Service Road on the west, and 40m Avenue on the north, and 7th Street from 40th Avenue to 42nd Avenue, AND WHEREAS, ten days' mailed notice and two published notice of the hearing a week apart was given, and the hearing was held thereon the 9th day of March, 2004, at which all persons desiring to be heard were given an opportunity to be heard thereon. WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, MINNESOTA: 1. That the location and extent of such improvements is as follows: Full street reconstruction of 7th Street, 40th to 42nd Avenues, Quincy Street, 37th to 39th Avenues, Quincy Street south of 40~ Avenue, Jackson Street, 37th to 40th Avenues and Van Buren Street, 37th to 40th Avenues. Work includes required utility reconstruction, new granular sub-base ffneeded, new aggregate base, new concrete curb and gutter with driveway aprons, required water service replacement and sanitary sewer service repair, required concrete or bituminous driveway and walk/step replacement, sod restoration, miscellaneous construction items, and appurtenances. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report. Such improvement is hereby ordered as proposed in the Council Resolution adopted 9th day of February, 2004. 4. These improvements shall also be known as P.I.R. #1083 - Project 0402. The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement.
