The following are the minutes of a special meeting for the Public Improvement Hearing of the City Council
held at 6:30 p.m. on Tuesday, March 9, 2004 in the City Council Chambers, City Hall, 590 40th Avenue N.E.,
Columbia Heights, MN.
CALL TO ORDER/ROLL CALL
Mayor Wyckoff called the meeting to order at 6:43 p.m.
Present: Mayor Wyckoff, Councilmember Williams, Councilmember Ericson, Councilmember Kelzenberg
Excused Absence: Councilmember Nawrocki
PUBLIC IMPROVEMENT HEARING: 2004 STREET SEAL COAT PROGRAM FOR ZONE 6
A) Project Information
1) Presentation of Information on Street Seal Coat Projects by Staff
Kevin Hansen, Public Works Director, stated this hearing i s regarding Zone 6 Seal Coating, for
streets that have not been reconstructed. He listed the affected addresses. Repairs will be made to the
street and damaged concrete curb and gutter. Hansen explained the seal coating process. This is one
of the four tre atment types in the street rehabilitation program. The total estimated cost is $132,000,
which is assessed with no overhead added, just construction costs. Street rate assessments would be
$207 and avenue rate assessments would be $69 per unit. The work wo uld begin in approximately
July. The assessment hearing for actual costs would be in October. The amounts given tonight could
not increase, only decrease. Hansen explained the avenue rate. He stated that the purpose of this
hearing is for the City Council to take testimony, and decide whether to proceed with the project.
Interest rates are not set tonight.
Wyckoff asked for an explanation of the joint powers agreement and the cost in prior years. Hansen
stated that we typically bid this work out. This yea r some cities in Anoka County looked at a
cooperative agreement to save money with a collective bid. With this agreement, prices for
Columbia Heights are about five percent less than previously received.
2) Questions and Comments on Street Seal Coat Project s

Kim Hansen, 4205 6 Street, questioned further street rehab in this area. Hansen stated that streets
are evaluated on an eight year cycle. The streets in Zone 6 and 7 are some of the oldest in town and
require the largest amount of rehab. Hansen indicat ed that the City contributes a substantial amount
of money to these projects.
Lisa Tenhoff, 4039 Madison, questioned the construction last summer and the drainage problem at

41 and Madison. Hansen stated that we are aware of three such intersections,. We have not paid for
this work, and the contractor will correct and repair the problem this spring.
B) Close the Public Hearing
Wyckoff closed the Public Hearing on the 2004 Street Seal Coat Project #301.
C) Consideration of Resolution

BEING A RESOLUTION ORDERING IMPROVEMENT AND PREPARATION OF PLANS FOR ZONE 6 SEAL
COATING CITY PROJECT 0301
WHEREAS, pursuant to Resolution 2004 - 06, a dopted by the City Council on February 9, 2004, fixed a date for a Council hearing on

the proposed improvements bounded on Central Avenue on the east, 40 Avenue on the south, University Avenue Service Drive on

the west, 44 Avenue on the north and 45 Avenue from University Avenue Service Drive to 5 Street,
AND WHEREAS, ten days’ mailed notice and two published notice of the hearing a week apart was given, and the hearing was held

thereon the 9 day of March, 2004, at which all persons desiring to be heard were given an opportunity to be heard thereon,
WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special
assessments under Charter provisions,
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF COLUMBIA HEIGHTS, MINNESOTA:
1. That the location and extent of such improvements is as follows:

Work includes spot concrete curb and gutter repla cement, edge milling, bituminous surface patching
and seal coat application.
2. Such improvement is necessary, cost - effective and feasible as detailed in the feasibility report.

3. Such improvement is hereby ordered as proposed in the Council Resolution adopted 9 day of
February, 2004.
4. These improvements shall also be known as P.I.R. #1078 – Project No. 0301
5. The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement.
The engineer shall prepare plans and specifica tions for the making of such improvement.
ADJOURNMENT
Mayor Wyckoff adjourned the meeting at 7:02 p.m.
